Project Objectives To help improve access to higher quality and more reliable energy services to rural populations

DEMT Activities in Cambodia The DEMT project was officially kicked-off on May 19, 2005, Phnom Penh that was attended by 13 participants. REE Management Survey-July 2005: To determine various aspects of their technical and management capacity and processes. Specification Review Workshop-July 2005: To ensure that the tools developed indeed be appropriate and effective. Training of Trainers on 5-7 April, 2006 REEs Training on 5-10 June, 2006 REE Survey for Subsidized PCs

REE Survey for Subsidized PCs Objectives of Survey  Determine level of REE’s computer use and ability  Investigate the variance and characteristics of how REEs manage their business  Determine the REEs’ priorities for assistance with management issues

Method of Survey  Designed survey of 11 questions, 1 pages  MIME and EAC posted it to all 40 REEs with an explanatory cover-letter (late May 2006)  MIME conducted interviews, following the survey form with the REE (early June 2006)  Sample Size = 36

Result Summary  General interest in assistance to improve REE management, and open to software tools.  100 % of REEs were interested to issue software and subsidised PCs.

DEMT Activities Planning Supply of PCs to Trainees Desktop PC in Cambodia = around $500 (new, including printer, at least able to run ACCESS 2003 ) Strategy: Differentiate Subsidise 100 Euro for 30 REEs. Proposed Process: MIME gets 3 quotes for supply of 30 PCs meeting specifications (including warranty and service) AND arranges the payment scheme MIME makes PC offer for REE (limited numbers) in invitation letter and arrange the modality of subsidy. Each REE signs an agreement to use PC for DEMT purposes, and be available for audit by MIME/EAC staff at any time, and must repay subsidy if any problem

Back-up, Support and Monitoring Installation and Set-up (just for some trainees as needed): They can do themselves, and call if needed to MIME. EAC can help and support in the field (free of charge) Telephone ‘ Help Line ’ for REEs to call for help Visits to each REE sites to provide help and monitoring Keep record of all problems encountered, calls, visits, small survey on use of the software DEMT Activities Planning (Con’d)

DEMT Benefits for REF REF aims to encourage entrepreneurs to establish new electricity services to remote villages Renewable energies promoted (SHS, Hydro, Biomass) DEMT Software will help entrepreneurs to manage businesses efficiently DEMT Project partners agreed that PV Manager software be shared with Cambodia for the future use of potential REES under the REF.

Conclusion DEMT will contribute towards strengthening the rural electrification action in terms of its management tools offered. DEMT approaches and Mini-grid software will provide to REEs to improve quality of energy service to rural population. The selected REEs have gained knowledge and skills by using Mini-grid Tools.

Recommendation DEMT software package was corrected and checked for proper operation before offering to all REEs. Schedule setting of REE performance improvement in the pilot location to maintain the project sustainability. The concerned institutions involved in rural electrification should work closer with MIME.
