3 Introduction Agriculture has to deliver; In this framework quality and effectiveness of aid are critical. Conscious of the situation, African leaders developed the Comprehensive Africa Agriculture Development Program (CAADP) as the NEPAD framework for the revitalization of the agriculture sector and initiative to accelerate growth and, eliminate poverty among African countries.
