1 First NIR Meeting Current NIR Address Request Process Overview and Proposal March 1st, Korea, Seoul

2 Motivation Objective Improve request form Request form is unchanged since 1997 Does not suit both NIRs and ISP confederations –Different membership structures Improve current IPv4 procedures Procedural framework inconsistent

3 Current Status & Problems APNIC-075 Requires detailed information Assignments by members, assignments by NIR, allocations by NIR, reservations by NIR 80% utilisation required Including reservations Trigger allocation If free pool is not large enough

4 Current Status & Problems Volume NIR requests up to 2MB in size Compiling data time-consuming Evaluating data difficult Timeliness Pressure on all concerned –20% remaining Queries hold up the address allocations for all Incomplete data All data should be reported 20% free of last allocation often missed

5 Current Status & Problems Database consistency Assignments and allocations not registered NIC handles referring to missing/incorrect data Problem larger when infrequent contact Management overhead IR system is delegated authority Increasing number of layers increases complexity

6 Current Status & Problems Differing methodologies Trade-off with local procedures and need for consistency All NIR operate in different procedural framework Some definitions Allocation window –Amount of address space an NIR is able to allocate to LIR without seeking a second opinion from APNIC Assignment window –Amount of address space an LIR can assign to its customers without seeking a second opinion from NIR

9 Proposals APNIC-075 simplified List of allocations and reservations Possible if allocation and assignment window implemented –more efficient than current form Training document For hostmasters by hostmasters how to evaluate requests Examples of scenarios and difficult cases

10 Proposals Workshops for NIRs For hostmasters held at least once a year with all hostmasters Sharing of experiences, difficult cases.. The future Software development Once approved, NIRs able to obtain next contiguous block for their members –better for routing table aggregation
