The high relative degree of inequality in the region is originated fundamentally in two characteristics of the human capital: his low level and its extremely unequal distribution. The insufficiency and flood inequality of the education are an essential element to during the past few years explain the deterioration of the distribution of the entrance. The deficiencies in capital formation also explain the smaller rate of economic growth of Latin America respect to other regions.

Kliksberg (1999) raises that at beginnings of the new century, the destiny of the nations appears bound to the quality more and more of its population. The levels of health, education, culture, participation of the inhabitants of a country, are decisive for the existence of stable democracies, the obtaining of a maintained development, the preservation of environment and the cultural growth. The author indicates that this has been well-known during last the 50 years.

Guidance cannot continue remaining neutral forehead a world that demands its social action; of there the necessity to begin to think about the way to assume guidance and for it one becomes necessary to create a new theoretical model that allows to establish a conceptual base of guidance in the countries of Latin America, that entails to one praxis of the agreed guidance with the social reality of these towns. Starting off of the expressed thing previously, this study proposes the harmonic model..

A Harmonic model not only will ensure the scholastic success but the importance that this one has in the quality of life of the student, considered this one like the experience of personal satisfaction towards a personal development that allows to get up to a social world of constant changes

Sen (1988), it deals with to understand the personal development like the expansion of the capacities the people, this is, ways of being and doing that they can be valued as if they were important in themselves not only can produce utility nor only by the measurement in which they can render utility

It is possible to be established, that if the student obtains discovering of his personal capacities, is thecertainty that it is conducting a triumphant being, with a decisive behavior and I put established, that allows him to have responsible attitudes in social means

Therefore, one hopes that the young person can face the new challenges of the human factor in the world of the globalization, which are translated of the following way: communication capacity, flexibility before the obstacles that appear in the life, dominion of the information for the handling of new knowledge, to face changes and challenges

History also changes and the processes, is therefore, that there are to be conscious of the new paradigms that the education contemplates. For that reason the theoretical model stands out that (clinical or the one of programs or the one of consultation) that at the moment contemplates the direction, it does not correspond to the reality that Latin America today the student protests, for that reason arises like first priority establishing a model of the direction, that this a the rate of life of the student to be able to assume with all responsibility the role that has had and has the direction during the past few years

The Harmonic model of guidance, proposed for Latin America looks for that:  The process to guidance, must Also consider like first element the incorporation from the student to the social  Surroundings, the process to orient, must start off from the experience that the student has, to be able to give him felt common to each one of the aspects who he handles and with the purpose of which he can settle down new or partial concepts of the life, that allows him to interrelate with its social atmosphere.

 It is necessary to create the Interface of the students with each one of the components of the organization (education, guidance, individual and the society) that allows to reach a good communications network among them. Nevertheless, at the moment for creating this interface in praxis, guidance one does not have to forget that it is in the era of computer science, that is to say, in the use of the technologies and the communication and of must there begin its process of interface.

 It persecutes to establish a agreed model with the Latin reality, in which praxis must be centered in social occurring, with the purpose of trying one better quality of life of these young people.

 If it is wanted a society that allows a human development, it is necessary to solve the obstacles that they place to important sectors of the population in precarious conditions. To it the education, can contribute within the framework in a ampler social reform and within the education is the educative guidance.

If the raised thing by Donoso is assumed (1999) in which it establishes, that is impossible to separate the quality of the education of the quality of life. He is then that the direction, would have to be the aid to the people to overcome the borders that limit their social existence
