This is a template to fill about the NTA’s information, that serves to a purpose : to know what is the common starting point and who is who. This information will be accessible to the participants, so that everyone will have the information about the rest. Who must fill the template? Only the leaders of the NTA in each country, consensuating the information with the other partners. The leaders are going to receive a mail from the organisation asking them to do it. When templates should be post it back filled out with the information? Templates must be filled up and published by next Monday 15th. The Active Telecentre Association of Chile – ATACH is made up of civil society institutions (universities, foundations, NGOs and corporations) that, starting in 1997, have worked on the implementation of community telecentres and universal access to ICTs. Together these groups form telecentre networks that are both socially and financially sustainable. The work is carried out with the help of communities and social organizations, and focuses on activities such as community engagement, e-government and skills development for telecentre operators. UTEMvirtual of the Metropolitan Technological University is an academic centre working on virtual learning, and focuses on the design, development, implementation and evaluation of academic training and capacity-building programs through e-learning. Main thematic areas cover: Computer Science, Distance Education and e-Government. Of particular interest are two courses within e-Government programming, namely: e-learning Course Design for Telecentre Operators, and e-Learning Implementation for the National Women’s Service. 530 Number of telecentres in Chile Which are the most outstanding telecentre networks or actions in your country? Within the civil society sector, one of the most outstanding telecentre network is the nation-wide ATACH network (the Active Telecentre Association of Chile), made up of a number of regional networks. Within the public sector, Biblioredes stands out as part of the Libraries, Archives, Museums and Community Networks program, part of the Ministry of Education. Does the NTA leading organization manage a telecentre network? If so, how many telecentres are in the network? Yes, the ATACH network includes a total of 137 telecentres. What are the most popular tasks and usages in the telecentre? Searching for information, homework-related activities for students, online transactions (such as banking or shopping), job searches, self-learning, ing, chatting and blogging. Which social groups use the telecentre most frequently? Local youth, housewives, students, unemployed people and micro-entrepreneurs. Telecentres in your country

What word do you use to refer to a motivator in your country? In the ATACH network they’re called operators or telecentre administrators (operadores o administradores de telecentros), and in the government-run telecentres they’re called infocentristas. How is a telecentre motivator’s professional profile in your country? In the ATACH community telecentres, operators are: youth, both men and women, community leaders (with community work experience) and all have a basic understanding of ICTs. In the Biblioredes network, they are librarians or administrators who are also associated with the library. In Enlaces Comunidad (or Community Networks), they’re professors or technicians in charge of the Enlaces laboratories. What is your experience on motivator training up to now? About motivator training Training Training resources E-learning training In 2006, an online training course (including six courses) for telecentre and infocentros operators was implemented by the Subsecretary of Telecommunications of Chile (SUBTEL). Courses covered the following themes: 1. Telecentre/Infocentro Management; 2. Running Projects; 3. E- Government; 4. Community Engagement (Participación ciudadana); 5. Community Services (Atención ciudadana); 6. Citizenship & Participation (Ciudadanía y participación). The courses were conducted in 2007, helping to train approximately 500 telecentre operators, each of whom received a certification from the Universidad Tecnológica Meropolitana. The platform used was Drweb, and the teaching methodology was based on self-directed learning by professors who were experts in each of these areas. The final testing methodology was a case analysis and a set of exercises on problem resolution. Additionally, the online training segment was complemented by in- person training. Training material was distributed in the form of books and CDs, and an online interactive platform was also used.

To get to know others’ experiences about their implementation of national telecentre.org academies. 2. To share experiences about the groups/teams involved, methodologies, platforms, and training course content. 3. To share good practices, with the objective to use them to help the telecentre.org Academy in Chile. 4. To share Chile’s experience, including strengths, weakness and results so far. The prime motivation is to share and learn from others about the implementation of a telecentre.org Academy in order to construct socially and economically sustainable projects on a national level, while following international standards. What could you contribute to the meeting? What are your organization’s strengths? We can share our experience about having implemented a national training program for telecentre operators using an e-learning platform. Our strength is that the Chile telecentre.org Academy team is made up of members who have a wide range of experience, from telecentre management to operator training to e-learning platforms.
