 September 2000 – March 2004: Elaboration of our Local Agenda 21 with strong participation of all local actors  A Local Agenda 21 with: 5 political challenges / 12 themes 23 global objectives 170 specific and concrete actions (26 being of first priority for a 3 year period)  A flexible and evolutive action plan for the sustainable Develpment policy  From March 2004: Implementation of the Agenda 21 Characteristics of our Local Agenda 21 Sevilla, March 22nd 2007

 Step 1: clarifying the needs (April – June 2004)  Evaluating for what and for whom ?  Means: consulting company,meeting with experts, internal work... What were the main steps ?  Step 2: defining the frame for the evaluation method  Evaluating who, what and when ? Sharing the analysis with the discussion group  4 workshops: training group on what is an evaluation, its issues and then working on recommandations for the method used Sevilla, March 22nd 2007

Recommandations  Report regularly on the follow-up of the evaluation  3 levels of evaluation:  Annual evaluation of first priority actions  Evaluation of the 23 general objectives every 3 years  Global evaluation of the sustainable development policy every 5-6 years  Specific characteristics of the indicators chosen:  Understandable  Mesurable  That can be compared in time and space  Stimulating / incentive  Trust the city's administration to decide on feasibility issues and possible indicators for priority actions Sevilla, March 22nd 2007

 Step 3: selecting the indicators  How to evaluate ? Search for indicators, sharing the method with all the municipal agents  5 workshops: list of indicators by consulting company, analysis of experts... What were the main steps ?  Characteristics of every workshops:  Time: 4 hours with a pot-luck of 30min in the middle  Presence of experts of the addressed issues  Clear and precise rule of operating Sevilla, March 22nd 2007
