Goals To make the northern regions attractive for investment and economical growth: Industrial development Competence and skills Environment – healthy sea

Industrial development To establish an interregional supplier network across the countries in the regions: Unite existing networks and help them onwards to new markets Make access to systematized market information on the Russian and the Nordic side Promote knowledge on framework conditions for investments in the region Increase knowledge of small and medium enterprises ability to participate in business and technological development and operation tasks

Competence and skills To establish an interregional research and education group: Establish courses and lectures on topics relevant to the industrys needs Establish and enhancing cooperation between the knowledge providers (universities, etc.) and the industry Promote knowledge on framework conditions for investments in the region Encourage technical schools and universities to develop and include environmental safety

Environment – healthy sea- To form a common forum on Arctic preparedness by establishing contact and co-operation with bilateral networks on these topics which exist between Norway and Russia on central- and regional level. Development of Barents Environmental Standard: –Acute pollution preparedness and Safety at sea –A common understanding of Arctic sustainable industrial development –Discuss new upcoming challenges and solutions concerning Safety at Sea, oil spills and HSE (Health, Security and Environment)
