Road Safety Issues Cambodian Context Road traffic crashes in Cambodia: 46% of all kinds of recorded injuries in the countries almost 7% towards the causes of physical impairment and disability The total economic loss of road traffic accidents was estimated at 248 million US$ (HIB) in 2009 [116million US$ in 2004]

Road Safety Issues Cambodian Context Sources: RCVIS annual report 2009 Evolution of road fatalities, vehicles and population (base 100 = 1998) Road crashes increase more proportionally than road traffic and population. Every day, more than 4 persons die and many others are injured. Over the last 5 years, the number of fatalities increased almost double.

6 The motorization rate is rapidly increasing, with very high share of 2- wheeled vehicles and traffic mixes Exponential growth can be expected for the forthcoming years. 1. Road Safety Issues Cambodian Context

10 In2004, the Cambodian Government developed the first National Road Safety Action Plan , with the support from ADB In early 2010, the government started to develop the second Action Plan , to response to the “Decade of Action for Road Safety” and based on the international framework 2. 15 Objective: Provide road safety related stakeholders with accurate and complete data on road traffic accidents and victims for the purposes of increased understanding of the current RS situation, planning appropriate responses and evaluating impact of current and future initiatives. 3. Action of Handicap International Belgium (HIB) Main Results Since the beginning of the program, main results have been achieved: Development and implementation of RCVIS (Road Crash and Victim Information System) and GPS (global positioning system). Road safety curriculum implementation in primary and lower secondary schools Increase of helmet wearing rate (7%-2004 to 85% in 2009). Approval of the new traffic law and enhanced law enforcement Creation of the National Road Safety Committee with better functioned with national policies, strategies and action plans HIB has been seen as a leading agency in RS field,
