What is Governance, Why Do We Need It?

TECHNOLOGY AND GOVERNANCE ARE NOT THE SAME

TECHNOLOGY: The word technology derives from Greek origins that suggest the notion of material objects which serve humanity, such as machines, hardware or utensils. The term can either be applied generally or to specific areas: examples include "construction technology", "medical technology", or “state of the art” technology".

GOVERNANCE: The word governance derives from Latin origins that suggest the notion of "steering". One can contrast this sense of "steering" a group or society with the traditional "top-down" approach of governments "driving" society.Latin Distinguish between governance's "power to " and governments' "power over".

The Valuable Role of Practitioner-Driven Governance

Governance LOCAL / PRACTIONER DRIVEN GOVERNANCE  Promotes shared decision making within each component  Promotes transparency  Promotes sustainability  Establishes and articulates a shared understanding of goals  Establishes an oversight body  Seeks legislation or gubernatorial authority to establish the regional councils in statute  Actively engages stakeholders

The Proposed Governance Process

A Phased Approach..

Phase One 1. Form SIEC Governance Subcommittee 2. Schedule and conduct on-site district governance kick off meetings 3. Share governance principles and organizational structuring information 4. Have practitioners determine who will represent their district’s interest on the regional governance body ; review and adopt governance documents

Phase Two 1. Conduct 3 regional kick off meetings 2. Begin the process of organizational structuring 3. Establish regional level Executive Committee and Technology Committee 4. Develop basic SOPs  Finalize charters for regional and state governance structures  Determine decision making authority between regional and state governance structures

Phase Three 1. Once organized have the Chairs of the Regional Interoperability Governance Boards (RIGBs) attend the Idaho SIEC 2. Empower the Regional Chairs to become members of the SIEC

Phase Four 1. Complete a 3-Year Interoperable Communications Regional Governance Strategy for policy, technology, governance, security, operations and maintenance, in partnership with the Idaho SIEC 2. Establish the regional governance structures in statute which will sustain practitioner-driven governance

Review of Draft Governance Documents

A Charter Document..  Describes the reason the group exists  Establishes the ground rules of operation  Provides clarity and aligns a diverse group with a common purpose  Determines how the group best achieves its desired outcomes Creating a Charter for a Multi-Agency Communications Interoperability - SAFECOM 2006

A Bylaws Document..  Is a set of rules adopted by an organization or assembly for governing its own meetings or affairs Webster's Third New International Dictionary 2002

A Resolution Document..  Is a formal expression of opinion, will, or intent by an official body or assembled group; a declaration submitted to an assembly for adoption Webster's Third New International Dictionary 2002

A Memorandum of Understanding (MOU) Document..  Is a legal document outlining the terms and details of an agreement between parties, including each parties requirements and responsibilities Webster's Third New International Dictionary 2002

Organizing the District Process

Appoint a Chair Assemble a meeting of the county and tribal representatives that comprise District (X) Review the draft governance documents Discuss modifications with your SIEC Subcommittee representative; adopt through your jurisdictional process

What Happens Next?

District 6 Meeting August Districts 1, 2, 3, & 4 Meetings in the September, October timeframe Regional Meetings at the scheduling of the District Boards but no later than early 2010
