The Sport Aviation Initiative F37 on Light Sport Aircraft A clear strategy for identifying and expediently developing high quality, global, sport aviation standards

F37 - Initiative Performance Purpose: To support regulatory standards needs Within 20 months [of May 2004] provided increase in safety by defining standards for regulatory reference addressing LSA presently operating without guidance Work with all global participants to develop the international standards for recreational aircraft operations, avoiding the creation of Technical Barriers to Trade created by duplicate sets of standards erected by region

F37 - Initiative Performance Implementation / Phases to achieve: 1. Standardize minimum safety, performance, and flight proficiency requirements 2. Install standard controls for QA - ensuring aircraft conform to design criteria 3. Support QA with acceptance tests / procedures requiring completed aircraft to meet reported performance 4. Roadmap the future of LSA by developing additional standards that continue to build a safe LSA environment beyond those initially envisioned 5. Maintain currency and relevancy of standards Light Sport Aircraft

No Production or Type Certification Type Certificated aircraft require very costly production certification in addition to aircraft certification. Quality control procedures are part of the consensus standard. Significant savings which can be passed on to customers, especially as the standards can be used world-wide. September 1, 2004 the first set of national aviation regulations specifically written for personal aviation became law. The largest growth in small aircraft production in 30 years is accruing. The consumers and producers have taken responsibility to set the standards for the design and production of personal aircraft. The regulation establishes the size, speed, etc of the aircraft. The standards make no mention to these specifics of aircraft type.

New safety equipment is deployed more quickly without having to wait for governments to certificate the equipment. For over four years, the ASTM International standards have demonstrated a high level of reliability and safety in application. Manufacturers lower design and certification costs, as well as exposure to liability in highly litigious markets. Manufacturers can quickly innovate and introduce new products and designs without waiting for government standards to reflect the marketplace. (ASTM International Standards take 12mo to develop, weeks to revise, and can be appended for regional preferences) Consumers have the availability of significantly lower cost aircraft with the latest technological improvements incorporated.
