QDR and SPG re-affirmed them… JCA Lineage JCA Refinement Tiers 1 – 7 approved For our purposes, Joint Capability Areas began with the “Aldridge Study Report”. The purpose of the Aldridge Study was “...to examine how DoD develops, resources, and provides Joint capabilities.” And while the central recommendation of the Study was DoD adopt a capabilities-based process for identifying needs, creating choices, developing solutions and providing capabilities, it specifically articulated the need for a new framework of joint capability categories as an essential common lexicon to support the services contributions to joint warfighting and enterprise support. SPG 04 tasked the CJCS to identify, describe, and prioritize the capabilities necessary to achieve the Defense Strategy. Last May, the SecDef approved the results of the 8 month “Operational Availability – ’05” JFCA sub-study approving 21 Tier 2 JCAs and directed further Tier 2 refinement and appropriate implementation across the department. In March 07, the DepSecDef directed the JROC’s recommendation to conduct a JCA Baseline Reassessment. Phase 1 of the reassessment, the “functional” reorganization to the new 9 tier 1 JCA, was approved by the JROC in July 07. Capabilities Based Approach Bottom-Up Threat Based Top-Down Capabilities Based Partially Interoperable Capabilities Strategic Direction Joint Concepts Late Integration Historically DOD employed a threat-based planning construct to develop forces, systems, and platforms. Requirements were often developed as stand alone solutions to counter specific threats or scenarios, and weren’t necessarily joint. The shift to a capabilities-based approach required a significant change in focus from “bottom-up threat based” requirements to a strategy-driven, top-down approach that facilitates “born joint” capabilities developed with an integration factor from the beginning. Background Study Guidance Joint Defense Capabilities Study (“The Aldridge Study”) – Jan 04 The Joint Defense Capabilities Study (“The Aldridge Study”), published in January 2004, first proposed the notion of identifying capability categories that span functional, operational, and enterprise activities. “This hierarchy of capability categories,” the study claimed, “would support cross-service trades, strategy-guidance articulation, capability gap analyses, and assessment of program execution” as some of the many applications. Clearly the Aldridge Study recommendations were a major factor in the FY 06-11 SPG which provided our charter under the OA Study…specifically to “identify, organize, and prioritize the capabilities required for the Defense Strategy.” FY 06-11 Strategic Planning Guidance (Mar 04) Joint Force Capabilities Assessment (JFCA) Sub-Study language: “identify, organize and prioritize capabilities required for the Defense Strategy.” (S: 30 Jan 05) OA-05 Study

JROC Approved & DAWG Endorsed Tier 1 JCAs Force Application The ability to integrate the use of maneuver and engagement in all environments to create the effects necessary to achieve mission objectives. Command & Control The ability to exercise authority and direction by a properly designated commander or decision maker over assigned and attached forces and resources in the accomplishment of the mission. Battlespace Awareness The ability to understand dispositions and intentions as well as the characteristics and conditions of the operational environment that bear on national and military decision-making. Net-Centric The ability to provide a framework for full human and technical connectivity and interoperability that allows all DOD users and mission partners to share the information they need, when they need it, in a form they can understand and act on with confidence, and protects information from those who should not have it. Building Partnerships The ability to set the conditions for interaction with partner, competitor or adversary leaders, military forces, or relevant populations by developing and presenting information and conducting activities to affect their perceptions, will, behavior, and capabilities. Protection The ability to prevent/mitigate adverse effects of attacks on personnel (combatant/non-combatant) and physical assets of the United States, allies and friends. These are the nine tier 1 JCAs that were approved 14 June. The decomposition and their definitions that you have in front of you is the result of a lot of hard work by communities of interest that include your staffs, tremendous involvement by OSD, and thoughtful inputs from the COCOMs and Combat Support Agencies. Logistics The ability to project & sustain a logistically ready joint force through the deliberate sharing of national and multi-national resources to effectively support operations, extend operational reach and provide the joint force commander the freedom of action necessary to meet mission objectives. Force Support The ability to establish, develop, maintain and manage a mission ready Total Force. Corporate Management & Support The ability to provide strategic senior level, enterprise-wide leadership, direction, coordination, and oversight through a chief management officer function.

What Problem Does JCAs Address?
