THE UK AND BILATERAL AID Syllabus Area 4 – Politics of Aid Standard Grade Modern Studies

What will I learn? What the DFID is. The factors taken into account by a country before giving aid. A case study of bilateral aid.

DFID In the UK, the Department for International Development (DFID) is responsible for bilateral aid funded by the government.

General Aims of the DFID Eradicating extreme poverty and hunger Achieving universal primary education Promoting gender equality and empowering women Reducing child mortality Combating HIV/AIDS, malaria and other diseases

Following the formation of the Coalition Government in 2010, revised criteria for providing aid directly to governments of developing countries was produced - Now require stronger evidence of the results government programmes expect to achieve. We will only provide aid directly to governments when we judge that they share the following commitments to: reducing poverty respecting human rights and other international obligations improving public financial management, promoting good governance and transparency, and fighting corruption

Considerations Donor countries like the UK will take many factors into account before giving aid. Social Factors – How bad are they in the recipient country (does it really need help)? Eg. how many people can read and write and how high is the infant mortality rate?

Economic Factors – Can the donor country afford to give aid? Will the donor country benefit? Will aid benefit the recipient country’s economy?

Political Factors – Is the recipient country a friend or foe? Is it run by a democratic government? Is its human rights record good?

Case Study – East African Famine The UK is currently helping the victims of the Horn of Africa food crisis.. Room/News-Stories/2011/British- aid-battles-starvation-in-Africa/ Room/News-Stories/2011/British- aid-battles-starvation-in-Africa/

Examples of UK help: Across the region, UK aid is delivering… Ethiopia: Food aid for 1.36 million people facing starvation, plus shelter, water and medical help for 100,000 people in the Dolo Ado refugee camps Somalia: Help for 800,000 people including food rations, treatment for malnourished children and farming supplies to help people grow food Kenya: Support for 200,000 people with treatment for malnourished children and mothers. In addition, we are helping 130,000 refugees in the Dadaab refugee camp with safe water, food and basic healthcare
