Presentation transcript:

Cross-overs between the Scottish House Condition Survey and the SHS Ian Máté Manager of the Scottish House Condition Survey

The SHCS – basics 3,000 occupied households every year; Simple Random sample of Local Authorities Minimum of 80 surveys in all Local Authorities 2-stage Survey Social Survey; followed by Physical Survey Purpose: Measures the quality of people’s experience of housing against the quality of housing in Scotland; Interactions between housing and health

The SHCS – Key Outputs Fuel Poverty – Income against theoretical cost of heating dwelling to a set standard;

The SHCS – Key outputs: Energy Efficiency – based on energy source, insulation and building type etc % Change in Energy Efficiency Ratings 2002 – 2004/5

The SHCS – Key outputs: Energy Emissions

The SHCS – Key outputs: Scottish Housing Quality Standard be above the statutory Tolerable Standard be free from serious disrepair be energy efficient have modern facilities and services be healthy, safe and secure.

The SHCS – Key outputs:

The SHCS and the SHS On the face of it not much similarity between the SHS and the SHCS 15,000 households/ year3,000 households / year Partially Clustered stratified design Unclustered stratified design Transport, Communities and Local Government Households and their Houses If you prick us, do we not both bleed?

The SHCS and the SHS Number of common management features: Field work teams overlap – field staff may prefer one survey over the other and affect response rates and data quality; Contractors overlap (Ipsos-MORI, ScotCen, TNS) Now cohabiting – dedicated survey specific lead staff but with over-lapping resources Led by statisticians – common areas of expertise now driving change

The SHCS and the SHS Current /on-going Scottish Government Surveys: Scottish Household Survey Scottish House Condition Survey Scottish Health Survey Public Attitudes to Mental Health Scottish Crime Survey Scottish School Leavers Survey Growing Up in Scotland Parents’ Demand for Childcare Scottish Social Attitudes Public Attitudes to the Environment in Scotland

The SHCS and the SHS Current /on-going UK Government Surveys: Labour Force Survey General Household Survey Annual Survey of Hours and Earnings (ASHE) Expenditure and Food Survey Family Resources Survey International Passenger Survey National Travel Survey

The SHCS and the SHS So under pressure to ‘modernise’ but no need to follow English model. Creation of harmonies and commonality between surveys Scottish Population Surveys Co-ordination Committee Survey Managers Network Question Harmonisation Methodological Harmonisation No complete plan to integrate surveys.

The SHCS and the SHS - Weighting and grossing SHCS and SHS will be weighted and grossed using the same methodology. Only SHCS weighted to counter biased response so far Common household and population totals in line with GROS estimates Annual data

The SHCS and the SHS – Income imputation Develop joint income imputation. Both surveys ask same income question suite so use both as common donors. Sample of 18,000 donors. You can use more tightly defined groups as donors if you have a larger sample size. SO SHCS donor identification will gain most and be more refined. Fuel poverty measures improved.

The SHCS and the SHS – Future Letting of new contracts SHCS2009 with a possible 1 year extension SHS2010 with a possible 2 year extension Get these co-ordinated - together or 2 year gap?

The SHCS and the SHS – Future Content Co-ordination Do we benefit from having some of the same modules? How much overlap should we entertain? How does that extend to other surveys such as Health?

The SHCS and the SHS – Future Content Co-ordination 2007 SHCS content review for 2008 implementation SHS content review for 2009 implementation. Joint review in 2010 ready for Joint letting of contracts in 2011 – ready for 2012.

The SHCS and the SHS – Future Content Co-ordination Therefore hold content reviews together in future? Much more complicated content review But have more focussed surveys with overlap only where necessary.

The SHCS and the SHS - Problems Problems of data sources not solved. SHS requests farmed out across the SG to Lead Analysts. No consideration of using SHCS where appropriate, nor of combining data sources where practicable. No resources to do this. However, B1 SHCS analyst now under control of SHS project Manager so possibly SHCS data requests may be answered with SHS data or a combination.

The SHCS and the SHS - Problems Problem of location of SHS database administrator SHS database administrator is located in Transport Statistics because SHS used to be run by Researchers. Set up Statistics branch to run SHS and SHCS but no resources to move SHS database administration into the branch.

The SHCS and the SHS – result of current SHCS review Removed Mental health and detailed chest conditions questions Kept presence of Asthma and Allergies And more experimentally DO YOU THINK YOUR HOUSING HAS HAD ANY EFFECT ON YOUR PHYSICAL HEALTH DURING THE LAST YEAR? DO YOU THINK YOUR HOUSING HAS HAD ANY EFFECT ON YOUR EMOTIONAL OR MENTAL WELL-BEING DURING THE LAST YEAR?

The SHCS and the SHS – result of current SHCS review Demographic change Number of hours spent caring Supported accommodation question + many response options in existing questions Questions on detail about barrier free housing.

The SHCS and the SHS – result of current SHCS review What difficulty, if any, do each member of the house have doing these without assistance? Getting in or out of bed; Getting up and down stairs; Moving around the house; Getting in and out of the house; Cooking; Using the bathroom/WC; No difficulty; Some difficulty; Great difficulty; Unable to do; Don't know

The SHCS and the SHS – result of current SHCS review Added in: Satisfaction with Landlord, Local Authority, repairs carried out Along with neighbourhood questions on likes and dislikes, a narrow focus question on personal experience of harassment etc

The SHCS and the SHS – result of current SHCS review Energy Efficiency WHICH OF THE FOLLOWING WERE IMPORTANT FACTORS IN YOUR DECISION TO MOVE TO THIS PROPERTY? Good Energy Performance Certificate Double Glazing Loft insulation Cavity wall insulation Renewable energy source Efficient central heating Other energy efficiency measure None of the above

The SHCS and the SHS – result of current SHCS review Energy Efficiency AA rated washing machine? AA rated Fridge? Renewable energy sources? Energy Monitoring device? (Light bulbs recorded by Physical Surveyor)

The SHCS and the SHS Ian Máté Any questions
