Example from the Swedish Offical Control 2010 National Audit Systems sub-group Effectiveness – 15th May 2012

Indicators for FBO compliance We will show one kind of indicator which may be used to visualize the effect of the official food control over time It is parts of results in the official control 2010 The measures describe the proportion of compliance per reported control area, e.g. premises layout, HACCP etc distributed over different types of FBO:s and control areas

FBO type Premises layout, uttilities & maintenance HACCPCleaningInforma- tion (labelling) Micro- biological criteria Trace- ability Slaugher- houses 33 %50 % 75 %25 % Cutting plants 25 %50 %33 %66 % Other meat products 50 %33 %75 %33 %25 %90 % Fishery products 66 %75 % 50 %66 %90 % Milk- and eggproducts 75 % 66 %90 % Indicators for FBO compliance

Basis of assessment of compliance This analysis can be used for two purposes: 1.Improve effectiveness of the official control, e.g. to improve the competence of the inspectors 2.To take appropriate actions to get FBO:s to comply with the legislation

Basis of assessment of compliance

Conclusion from the results of the assessment Our conclusion indicates that for assessment of HACCP and information (labelling), the inspectors may have less competence and experience to assess ‘relevant’ HACCP and labelling Contrary, they have much more experience to audit premises layout etc indicated by the figures connected to FBO routines are not suitable to achieve the legislative objectives

Conclusion from the results of the assessment When the FBO do not act according to their routines, the control will be more effective with un-announced inspections When the FBO do not have routines, the FBO may need more competence and/or more efforts from the competent authorities in order to oblige the FBO to comply with the legislation
