2 New food body for Scotland
A new food body for Scotland has been established that will be responsible for food safety, food standards, nutrition, food labelling, and meat inspection policy and operational delivery.

4 Principles of the New Charging System agreed in Dec 2013
Incentivise compliance and efficient use of FSS and FBO resources Simplify and reduce complexity to help lower costs A discount from the full cost of meat official controls is maintained for slaughterhouses and game handling establishments Cutting plants should move to Full Cost Recovery (FCR)

5 Principles of the New Charging System agreed in Dec 2013
Remote and small throughput plants are protected from significant cost increase Charge out rates should be set on an annual basis Reductions in FSS operational costs resulting from structural changes in the industry such as plant closures will not be redistributed as further discount Plant Inspection Assistant (PIA) Allowances in some models should be removed

7 Cutting Plants Follow up audit :-
Fixed price for audit dependant on type of premises:- Slaughterhouse Standalone CP Slaughterhouse with co- located CP Follow up audit :- Full cost of time spent Unannounced visit :-

8 Discount Poultry Inspection Allowance:- Discount :-
Removed and no longer applicable in Scotland Discount :- Scottish Ministers have agreed to continue with a discount system and the level of discount will be maintained after vesting day Redistributed based on a sliding scale of Livestock Units Incentivises FBOs and FSS to utilise official controls through time based charging Consideration given on how model can assist in driving up regulatory compliance and also protect low throughput premises Achieves more equitable distribution of discount Transitional Funding :- Scottish Ministers have agreed to the principle of transitional funding although no additional monies are available The “losers” would be remunerated by a transitional arrangement for a 3 year period The transitional funding is the difference between the FSA veterinary charge out rate and the FSS veterinary charge out rate

Currently working on 15/16 charge out rates . New charges will be raised by FSS to FBOs in Scotland on a time based system with a discount determined by throughput levels. 13 Hourly rates for 2015/16 Currently these are being calculated

14 Invoicing FSS works in accounting periods - each containing four or five weeks aligned with Business Agreement Issued 2-3 weeks after the end of the accounting period within which the work was carried out Reconciliations will be explained within 3rd, 6th 9th and 12th invoice each year Charges estimated for the year will be included in the BA and details of any reconciliation of actual charges against the estimates will be explained 3rd, 6th 9th and 12th invoice each year
