CHALLENGES The trends of privatization in the 90’s have led to the consideration of human and social rights as market objectives.

Challenges The reform policies and the structural adjustment programmes were intended to create a development model orientated towards the market and were based on: Downsizing of Government (Less Government = More Market) Liberalization (free enterprise) of the International Market Promote Exports

Challenges Since 1993 the Latin American and Caribbean Countries were inspired by the powerfull and controversial report on Investment in Health Care of the World Bank, and hence an explosion of reforms were conducted in the health sector. The hope for mayor equity was promoted in the health sector reforms and the interest for Primary Health Care vanished softly away.

In the 80’’s and 90’s the Multilateral Bank eclipsed the WHO, the loans from the World Bank amounted up to US millions in 1999, and a language and practice was imposed as follows : Costs Recovery Elimination of Subsidies Decentralization Privatization of services and Regulated Markets Challenges

Health Services and Social Security Funds have been privatized. Health is been considered as a MARKET GOOD

Historical Revieuw In november 2012 a conference on health systems in Beijin, China was financed by the Rockefeller Foundation El central topic was UNIVERSAL COVERAGE OF HEALTH.

Historical Revieuw In December 2012 a meeting of experts of the private sector was celebrated in Bellagio, Italy (Center of the Rockefeller Foundation). The discussion was about e “The future of the Health Market”. Their conclusions pointed out the importance of “assurance” and “universal coverage” for the market.

Historical Revieuw In January 2013 in the World Economic Forum (a meeting of businessmen and politicians) which was celebrated in Davos, Switserland) the issue of Health Systema was discussed. One of the conclusions was to promote Universal Coverage of Health.

Historical Revieuw On the 24th of September 2013 in the Assembly of the United Nations, the WHO joined with the Rockefeller Foundation to present a Report on Universal Coverage of Health.

Historical Revieuw In february 2014 a group of experts in global health assisted by the Harvard Global Equity Initiative (HGEI) was invited by PAHO/WHO to discuss strategies of support to the region of the Amercas in the achievement of universal coverage in health.

Social Rights and Health Health is a Human Right, it is much more the than access to health services and consequently it is much more than universal coverage of health. The platform for the right to health is based on “Holistic Primary Health Care”, “Health Promotion” and the “Social Determinants”.
