3 3 GPOBA Mandate and Funding Established in January 2003 by DFID and World Bank. Mandate: fund TA and Dissemination of OBA approaches to support the sustainable delivery of basic services (infrastructure and health and education) to targeted households in developing countries. Summer 2007 –MTR of GPOBA by Ernst and Young Late 2007/early 2008 – Target Replenishment from IFC, DFID, AusAid, and Sida to amount of at least US$180 million

5 5 MTR of GPOBA – conclusions (Ernst and Young – September 2007) The concept of OBA is more widely known within WB. OBA is now being integrated within large WB loan programs GPOBA has been able to stimulate very high levels of demand for its support Projects are being carefully targeted at the poor A much wider donor grouping has been attracted to support GPOBA New and innovative approaches to OBA are being successfully piloted; and Significant involvement has been secured from the Private Sector

Scale-up/replication of on-going pilots TA to structure OBA funds with Government and/or other Donor funds Center of expertise: GPOBA advisory services to development partners Mainstreaming OBA in Bank processing: –Guidance note to staff on how to structure OBA in Bank operations –Guidance notes on procurement and financial management aspects Mainstreaming OBA in the Bank
