The Power of Education  Research findings repeatedly measure statistics not impact  Governments are keen on quick fixes  Schemes that cost relatively nothing  Media attention and ‘sound bites’

The Power of Education  The EU research by EIM Panteia looked at 46 programmes of 310 (15%)  ‘Most evaluations consider the process not the outcomes in terms of additional export, turnover or employment’  Looking at markets, financial assistance, information and practical assistance

The Power of Education 6 aspects were considered: 1.Accessibility – ease of access, red tape 2.Relevance – does it address SME barriers 3.Reach – (is it indeed used by SMEs) 4.Complementary in relation to private suppliers of services evidence of market gap to avoid unfair competition with private sector) 5.Effectiveness 6.Efficiency

The Power of Education  Concluding that ‘while so much public money is spent on support measures, it is no less than alarming that such a few measures are properly evaluated.’  And leaving IATTO members in a very good position to influence at a local level with the intelligence other members can provide…..
