What is the history of the AFJROTC? 1911: First Junior ROTC program organized by Army Lt. Edgar R. Steevers 1916: National Defense Act passed; first high school program. 1964: Public Law 88-647 directs military to establish Junior ROTC programs (all services) 1966: First Air Force Junior ROTC program in high schools. 1972: Females permitted to take AFJROTC.
