Module 12 STEPS 6 & 7 Negotiation of PMP/FCSA and Execution of Feasibility Cost Sharing Agreement Civil Works Orientation Course - FY 11

OBJECTIVES:OBJECTIVES: The module will discuss the following: — Understand the purpose of the PMP and FCSA. — Define the major components of both.

Reconnaissance Phase: — Begins when District receives Federal funds to conduct study. — Ends when the District Engineer signs the feasibility cost-sharing agreement. — Begins when District receives Federal funds to conduct study. — Ends when the District Engineer signs the feasibility cost-sharing agreement.

STEP 6 - Negotiation of Project Management Plan (PMP) and Feasibility Cost Sharing Agreement (FCSA)

Have you heard any of these? PMPs are not useful. We don’t manage by PMPs. PMPs are a waste of time. PMPs are PM products.

What is a PMP ? —Agreement by all parties on how to conduct the feasibility study – the scope of work for the study performance and review —Basis for managing tasks, costs, and schedules —Includes the desires/interests of the sponsor(s) and the Corps —Should reflect coordination with resource agencies and key stakeholder groups —Guide the development and delivery of an entire project often using a phased approach ie:feasibility report PMP
