BLACKSPRING RIDGE PROJECT UPDATE Liaison Committee Presentation April 10th, 2013

GOAL OF THE LIAISON COMMITTEE As part of this project, a Liaison Committee is being established to facilitate the participation of the community in the development of the wind farm. The Liaison Committee will ensure that the interests of landowners are considered and participation of local businesses and services is encouraged. The objectives of the committee are to:  Ensure effective communication between all stakeholders and EDF EN Canada Development Inc.;  Understand issues related to the development and construction of the wind farm;  Recommend satisfactory solutions to stakeholders;  Identify potential opportunities for local business and services

BLACKSPRING RIDGE TEAMS (ON-SITE)  As the project approaches Commercial Operation, various teams are preparing for the Operations phase of the project which will last for the next 20 years.  Following is a brief description of each of the teams responsibilities:  EDF EN Canada Development Inc.: ECDI will continue to be the Manager of the Project and will continue to be the main point of contact for all stakeholders and manage tasks such as landowner payments.  Enbridge: Enbridge will be the Balance of Plant Operations & Maintenance (BOP O&M) Manager and will be responsible for the maintenance of the site and the substation.  Vestas: With approximately 20 technicians on site, Vestas will be the Operations & Maintenance Manager and will be responsible for the day to day Operations & Maintenance (O&M) of all the turbines. Operations Team Contact Information  Contact information for the Operations team will be communicated to all project landowners and other stakeholders through letters and our future project monthly newsletter updates.

INTERCONNECTION UPDATE  AltaLink has completed construction on the 13 kilometres (eight miles) of new transmission line that will connect the Blackspring Ridge Substation to Alberta’s transmission system.  AltaLink’s project also completed a new switching station, as well as a new telecommunications tower within the fence line at Traverse Switching Station.  On March 31 st, AltaLink’s project team successfully energized the Traverse Switching Station and 240kv transmission line!!!  For more information on AltaLink’s Blackspring Ridge Wind Farm Connection visit Altalink Substation

CONSTRUCTION UPDATE  All 166 turbines have been erected  Construction on the Operation & Maintenance building is complete.  The Blackspring Ridge substation was successfully energized on March 31 st !!  During the month of April, we plan to energize the 12 underground collection feeder circuits.  Turbine commissioning will be starting within this period as well. The Blackspring Ridge Wind Project will soon be providing 300 MW of clean renewable energy to the province of Alberta  Enough to power the equivalent of 120,000 homes. ACTIVITIES ON SITE (PRE-OPERATION) LANDOWNER PAYMENTS Activities on site With erection complete and Commercial Operation rapidly approaching, stakeholders can expect:  Important reduction of traffic on site  130 manpower & subcontractors on site as of March 31 st  Down from peak of 330+ on site  Reduction of laydown area footprint  Commissioning of the turbines  Occupation of O&M building  Restoration/Reclamation

ACTIVITIES ON SITE (PRE-OPERATION) LANDOWNER PAYMENTS An energized project  The complete site should be considered energized  Underground cables  Junction boxes  Overhead line  Substation  Call “Alberta One Call” prior any excavating or digging Landowner Payment Schedule Landowner payments related to the:  2014 crop compensation will be issued during the months of June/July.  Royalty payments related to the production of the Blackspring Ridge Wind Project will be issued in July/August.

RESTORATION PLAN  In accordance with the Environmental Protection Plan, before restoration work can begin, the frost must come out of the ground and the ground must be dry enough to prevent damage to the soil structure and re-growth problems.  Native Prairie Protection  Bird Sensitive Areas  The work is expected to begin in early May, but could start earlier if the conditions allow for it and will be completed over the course of the next few months.  It is anticipated that over 30 equipment operators and laborers will be onsite to complete the restoration work.  Many different activities will be starting at the same time when weather allows:  Removal of public radii improvements  Removal of access road entrances  Removal of crane crossings  Installation of cattle guards

ENVIRONMENTAL MONITORING OPERATIONS PHASE  EDF EN Canada and Enbridge consider environmental protection to be an important and integral part of the Project.  As per ESRD requirements, ECDI and Enbridge plan to run Post Construction Monitoring of birds and bats for 2 years post June  Noise assessment will also be conducted on site and all documents and findings will be publically available online.

COMMUNITY PROJECT FUNDING UPDATE Community Project Funding  ECDI and Enbridge finalized the community project funding application form and requirements.  The 2014 community project funding envelope will be announced shortly and the selected projects will be announced during the Blackspring Ridge dedication ceremony (July).  Guidelines of the program and applications will be advertised through local media and other outlets  Projects that will be supported include:  Community services and development  Medical research and infrastructure  Arts  Education  Environmental  Health  Social services  Criteria used to evaluate the project:  Background of the applicant (how long it has been in operation and prior experience)  The projects long term impact to the community  Quality of life/community enhancement  Demographics served  Community Support for the project Suggested Timeline May 2014Meeting in Carmangay with identified and/or interested community members, organisations and projects to present the guidelines and the timeline of this initiative.
