93rd DGINS Conference in Budapest, Hungary “The ESS response to globalization – are we doing enough?” Session II Measuring of social dimension of globalization Discussant: Priit Potisepp DG

Measuring of social dimension of globalization Often a simplified treatment ? Non-economic aspects of globalization are more challenging to cope with Drivers User’s expectations and the level of satisfaction Globalization

Measuring of social dimension of globalization The documents – a general overview Migration and the related reasons, impacts, problems, possible directions of solutions Many common themes Swiss document – a focus on the economic side of globalization on employment

Measuring of social dimension of globalization Authors and documents Carmen Alcaide; Ignacio Duque, INE Spain “Migration flows and globalization: a critical challenge for Spanish and European statistical production” Janusz Witkowski, CSO in Poland “International migration of population in enlarged Europe. Methodical aspects and quality of statistics on migration” Algirdas Semeta, Statistics Lithuania “Migration flows and globalization” Michel Di Pietro; Ester Mirjam Girsberger; Alain Vuille, FSO Switzerland “The impact of globalization on employment” Michail Skaliotis; David Thorogood, Eurostat “Migration statistics and globalization: challenges for the European Statistical System”

Measuring of social dimension of globalization Spanish document Relationships between the concepts of globalization and migration Overview of the global development of migration flows and their special impact on Spain Challenges for a statistical system in measuring migration, main projects carried out in Spain A joint European effort is underlined and solutions are proposed

Measuring of social dimension of globalization Lithuanian document Challenges of a typical emigrants’ country The topic of migration in a strong local focus The description of surveys, cooperation with owners of registers, the Central Bank – in order to improve migration statistics An emerging issue – a re-immigrant flow ? ESS – challenges and actions needed

Measuring of social dimension of globalization Polish document A core topic - migration General typical problems, relevant for a majority of EU countries Demographic and socio-economic influences of migration Permanent and temporary emigrations Sources of data Opportunities from “mirror” statistics, bilateral studies

Measuring of social dimension of globalization Swiss document An economic globalization and 7 impacts on employment How to measure it? – Statistical indicators (OECD, ILO) – Job content of trade – Econometric models A wealth of data available. Interaction? Indicators of impact? The job of statisticians or researchers?

Measuring of social dimension of globalization Eurostat’s document The main policy concerns and the role and responsibility of the ESS A new legal environment = a clear mandate for and responsibility of the ESS Migration statistics can no longer be dealt with simply at a national level “ It’s time to overcome the barriers of the past”

Measuring of social dimension of globalization Questions to INE Spain The population register is a key source for measuring demographic and migratory processes. Based on Spanish experience, please evaluate the quality of the data contained in the respective register(s), especially with regard to the recording of illegal immigration. A joint European effort is necessary for improving migration statistics in the EU. This is the message from Spanish and many other contributions to this Conference. In Your opinion, which improvements/activities should be focused on in the coming five years?

Measuring of social dimension of globalization Questions to CSO in Poland The paper describes the connection between national income and immigration flow, based on the early experience/assessment of several target countries after the enlargement of the EU in 2004 and increased emigration. Are we, at the current stage, able to measure the impact of immigration flow on the national income of target countries in a proper manner? Which longer-term impacts of migration flow should be the statistical system prepared to measure in the future, in addition to the relatively quickly measurable economic impact?

Measuring of social dimension of globalization Questions to Statistics Lithuania Does the survey on undeclared emigration (a supplementary module within the LFS) allow already to correct the retrospective annual population estimates? Please indicate main problems. Are the first assessments of quality and usability of the pilot survey on cash remittances already available? If yes, please indicate the level of potential with regard to the improvement of migration statistics in the future.

Measuring of social dimension of globalization Question to FSO Switzerland In order to demonstrate the attempt to quantify the relation between the international trade (as one aspect of economic globalization) and the employment through the measurement of job content of imports and exports – please describe this approach briefly. Is such an analysis appropriate for NSI’s or is it rather a playground for the researchers’ community?

Measuring of social dimension of globalization Questions to Eurostat Based on a very strong statement “Data exchange should be formalized among all EEA countries which is the only cost effective way to produce good emigration statistics” – does the EU have to apply for a unique and standardized European PIN or ID? A phenomenon that is widely spreading is having several places of residence for seasonal work, holidays, etc. Which steps could be feasible and necessary for the adaptation of registers of different countries to satisfy data needs of the countries involved?

Measuring of social dimension of globalization A very general discussion Do we concentrate too heavily on migration issues and may we miss a broader meaning of the social aspect of globalization (incl. social security, social justice, violation of human rights, inequality, racism, etc.)? Which abilities has the statistical community to improve in order to cope with multidimensional changes and determine future requirements?

Measuring of social dimension of globalization Thank You!
