In pure public finance terms, watershed funding is one of the most difficult funding challenges. This is because cost, organizational, intergovernmental and time factors are more complex in watershed restoration than in any other environmental finance setting.

A Guidebook of Financial Tools is a reference work of ways and means that are useful in paying for sustainable environmental systems. A Guidebook of Financial Tools is a reference work of ways and means that are useful in paying for sustainable environmental systems. Provides information on approximately 340 financial tools that include traditional means of raising revenue, borrowing capital, enhancing credit, creating public-private partnerships, and other innovative financing tools Provides information on approximately 340 financial tools that include traditional means of raising revenue, borrowing capital, enhancing credit, creating public-private partnerships, and other innovative financing tools The Guidebook is the product of a collaborative effort among members of the Environmental Financial Advisory Board, the EFCN, EPA’s Environmental Finance Program, and numerous other contributors. Watershed groups have expressed the need to identify the costs and benefits of implementing conservation measures.  EFC is developing AGBMP$ - A new cost-analysis tool for agricultural Best Management Practices (BMPs).  EFC is working with an interagency and interdisciplinary team to determine the best approach for developing AGBMP$.  Potential to add this cost-analysis function to the OnePlan Nutrient Management Planner. (

Agriculture / Land Use Watershed Protection Groups (WPGs) Planning process yields tasks to improve the watershed. Tasks may include projects on targeted tier-one properties. Landowners work with Soil Conservation Commission and NRCS to develop One-Plan BMP strategies. Development of implementation cost data. BMPs usually ranked by cost and benefit. WPGs can help find funding for BMP implementation using watershed financing techniques such as the Directory of Watershed Resources and other stakeholder methods. WPGs may also leverage funds for BMPs that increase water quality. Funding leveraged for BMP implementation. BMPs implemented for multiple and mutual benefits AGBMP$Process
