Private companies act faster and know the market needs better.

Different social and industry specific information. health, traffic, proprietary, agricultural and etc.

More than 40 new products of national level based on PSI. Structures unstructured PSI; Unstructured information is not usable for everyday needs. Makes usage of PSI user-friendly and client specific; Every specific group of society use information for different needs and in different ways. Pretends to become standrdized approach. Lursoft products are used by all groups – society, businesses and state.

Access from different channels; WWW, Internet banks, mobile phones, printouts and phone consultations.

Optimisation of commercial value of data; Most of the products are included in several different services. Model used by others; Competitors and data providers from other industries has choosen to start such a model. Many end users; More than 80,000 registered users by Lursoft, more than 500,000 users from Internetbanks, millions of users via EBR network

E-services at European level since Information on all companies from 15 EU countries. Latvia (Lursoft) was the first country from Eastern Europe to join EEIG EBR Products adapted for local market; All EBR interfaces localised and made similar as possible to services allready widely used. Multilingual approach; EBR services available in more than 12 languages. Every new Lursoft service are designed with readiness to multilingual use. Undarstanding of country specific legal,cultural and other issues. Legislation, traditions, used terms and economic situation is not the same in different countries.

Girts Kebers, Lursoft IT Multiple technical and business models WWW, WAP, SMS; Lursoft providing WWW services since 1996, SMS services since 1998 and WAP since Nowadays, almost all Lursoft services available via mobile phones. Different types of payments for services offered; Subscription, pay for use and combined. Monitoring; More than 30 addittional PSI data monitoring services are offered. Publicly financed; In some cases services are created by Lursoft, but run by State or selfgovernment. Privately financed; Most of systems and services where PSI is used are financed by Lursoft. Advertising. Heavy advertising job is done, not only to advertise services, but also to explain society changes in legislation and new technologies.

Girts Kebers, Lursoft IT Types of business models for PSI services used Private initiative; EBR, Latvijas Vestnesis, folk songs, Newspapers archive, business statistics Partnerships on the basis of agreements; State Enterprise register, Land book, Citizenship register, Cars register, etc. Outsourcing agreements for system maintenance; Lursoft can access PSI to create value added services, “raw data” providers receives structured and exploitable data for their needs. Free competition; Lursoft competes with direct PSI providers (state)on free market basis.

Girts Kebers, Lursoft IT Future thoughts How to define the PSI in the future? Government copyrighted? Will value be added by government or in partnership with private sector? Who will reuse and who will create and deliver the information? Will government be the largest reuser or provider? New forms of integrated data sets (private + public)? The best ways to cover data processing costs? Do we need licensing in general? Will there be new forms of copyright and pricing? Impact of other legislation not related to PSI reuse? Copyright? Competition? Data protection?

Girts Kebers, Lursoft IT Sounds unrealistic, but.... All major state institutions will be “virtual institutions”; Businesses and private persons will use these “virtual institutions” to make the information public by using on-line forms and integrated systems for crosscheking. All the processes are described in our legislation, so we have to analize and virtualize them. We don’t have to speak about PSI re-use seperately, but only as a part of e-government and e-society.
