OVERVIEW FOR 2011 NATIONAL CONVENTION NATIONAL STEWARD SYSTEM

Page 622, November 2010 National Rural Letter Carrier Picklesimer, Illinois: “Because of how close this was, and there were a few things even the Committee felt that needed to change, there were two or three things I objected to, like the next two amendments we’re not going to look at now, I would make a motion that this be further worked on and we see another proposal next year.” Cantriel: “The motion before us is that it be referred back to the Exploratory Committee for consideration at a later date. It passes. It will be given back to the Exploratory Committee for further investigation at a later date.” (Passed)

MAPS OF AREAS The following slides show a National Map of all postal areas. There are seven (7) Postal Areas across the nation. We will show a breakdown of each Postal Area and the projected assignments of Full-Time District Representatives, Full-Time Assistant District Representatives, and Part-Time Assistant District Representatives for each recognized Postal District. As a reminder, this is a projection for providing a cost analysis for budgetary information.

LOCAL STEWARD ELECTIONS The following language will be submitted for local steward elections, there is no change from the current language except changing state steward to district representative: A. Local Stewards shall be responsible to the District Representative and have no authority until certified. B. Selection 1. Any member in a local office or a delivery unit may be elected Local Steward and shall serve until a successor is elected and certified or until he/she resigns. Where a local steward is in place, any member may call for an election in the month of July of every fourth year. An election may also be called for any time the position is vacant, or when a majority of the members submit a petition to the District Representative for approval.

LOCAL STEWARD ELECTIONS 2. Local steward elections require written notification to all members at least 15 days before the date of the election. Election shall require a majority of votes cast by members in a local office or a delivery unit. In the event of a tie vote, the National Association, upon recommendation of the District Representative, shall select a steward to serve in that office or delivery unit until a new Local Steward has been elected and certified. 3. When more than one Local Steward has been elected in a delivery unit, a Chief Steward shall be elected by the members of that delivery unit. When an office is comprised of multiple delivery units, a Chief Steward shall be elected from among the current local stewards by all members of that office and shall represent the craft in matters that concern the entire office. A Chief Steward shall be selected by the District Representative in the event of a tie. The Chief Steward for the office shall also serve as the Local Steward for delivery units where no Local Steward has been elected.
