PSF Gdansk meeting 16 June 2003 PRO-ACTIVITY ELEMENTS 1.Rising awareness and giving information of programme and projects 2.Encouraging, advising and assisting projects, which help to fulfil the programme objectives 3.Assisting projects in finding innovative approaches, appropriate partners and establishing transnational networks JS Activities: Collect and publish project ideas (homepage and project catalogues) Transnational partner search- and information forums (PSF) (Gdansk Juni) Meeting potential applicants Monthly Newsletter Encourage contacts with national sub-committee secretariats and projects Seed money implementation

PRO-ACTIVITY BY SEED MONEY  500, , , 000 € ( for non EU States - Not available anymore)  Complement element to normal project generation  Enable submission of well prepared and first rate quality applications  To lower the threshold for entering IR III B Especially promotion e.g. to projects with: project idea in line with BSR INTERREG III B CIP objectives, priorities and measures at least two partners from two different countries already on board (+ bigger partnership from a additional countries envisaged) innovative approaches/networks/synergy complex project themes overcome geographical disparities new transnational composition of projects involvement of special competence to support implementation of programme strategic objectives PSF Gdansk meeting 16 June 2003

Pro-activity (3) SEED MONEY Fund used for start-up and development Procedure: Dialogue process approach between partners and programme and JS Aims of activities: extra emphasis on specific thematic areas or topics development of a theme create geographical focus extension, specification of a partnership (east-west/north-south/horizontally/ vertically/transnationally) strive for synergy with other projects (within and between BSR prog area) stimulate participation of new actors (private partners, NGO’s etc.) facilitate the normal application preparation (co-ordination with PHARE/Tacis/IBPP other funding means PSF Gdansk meeting 16 June 2003

Pro-activity (4) MANAGEMENT PROCEDURES SEED MONEY (start-up and development tool) SC - eligibility and selection criteria SC - assigns the Joint Secretariat (JS) to approve seed money projects Procedure within the JS: Application submitted (Karlskrona) Formal eligibility check Assessment of project content JS Approval projects within approx 6 weeks after deadline for submission Implementation: approx. 4 months (between 31 Oct- 29 Feb 2004) Reports after finalising at latest 1 November 2003 PaymentCheckout – Payment PSF Gdansk meeting 16 June 2003
