Bus signal priority: effets on quality of service and necessary condition on conceiving a system of this kind Jean-Jacques HENRY - ITSJU Zhengyi LIN – Sodit Hao ZHU - SCCTPI

Introduction of Bus signal priority: The PT priority is at the border of 2 worlds ▫Roads: road authorities, urban traffic manager, police, in charge of managing road traffic ▫Public transport: public and private companies, in charge of managing fleet of vehicles 2 10-November-09

Bus priority : some results Travel times for buses are in average 10% smaller with priority It is more efficient when traffic is not too saturated 3 10-November-09 3

Bus priority : some results Travel times for buses are also more regular (blue line) with priority There is less dispersion of travel times, so timetable are more effective There are more passengers attracted due to better regularity 4 10-November-09 4

System Architecture and components 5 10-November-09

System architecture (1) Two technical points are essential: ▫The Public Transport vehicle detection ▫The way to take into account the priority afterward The combination of these 2 concepts determine the system architecture 6 10-November-09

System architecture (2) Vehicle detection Priority Management Local Detection ▫Buried electromagnetic loops, active or passive ▫Radars ▫RF transponders Continuous vehicle tracking ▫Odometers ▫Infrared communication ▫GPS ▫Radio beacons Local Action ▫The traffic light controller manage the traffic signal plan according to its internal program Centralized Action ▫The traffic light controller receive orders form a control center then update the local traffic signal plan 7 10-November-09

Bus priority : Possible architectures 8 10-November-09

A bilateral project, Supported by French FASEP fund Pioneering in integration of French advanced technologies and experiences in shanghai’s local context November-09

Bus signal priority “Pilot” Project SCCTPI hosts and supports the project in Shanghai French consortium, supported by French FASEP funds SODIT : traffic + transport consultancy THALES : equipments provider for buses & traffic controller CITILOG : video monitoring of junctions CERTU : evaluation of results November-09

Architecture and system realised November-09

What ensure or disturb the running bus and bus priority ? As we know, bus signal priority is one of the tools that can improve the bus line’s efficiency, which depends on a lot of interactions with other tools or events. A short film helps to apprehend the events that facilitate or disturb the running bus in the mixed traffic 10-November-09 12

Things that facilitate the bus running 10-November ▫Turning right on red ▫Using the lateral lane for turning on the right ▫Use of the lateral lane for docking at stop ▫Using the lateral lane as a Right-of-Way ▫Priority against vehicles/pedestrians forwards while turning on the left, or on the right as well ▫Efficient ticketing validation on board and contact-free system

Things that disturb the bus running and bus priority ▫Vehicles parking on the lateral lane ▫Traffic congestion ▫Short bay for docking ▫Other bus or big vehicles in front of the bus taking priority to turn on left ▫Pedestrians waiting on the road to cross 10-November-09 14

Necessary conditions when conceiving a bus signal priority system in common traffic (1) Regarding road infrstructures: Enforce the usage of the Right-of-Way before crossrad and before bus stop To optimize the platforms of docking ▫A wider waiting space ▫Multiple bays according the busyness of the stop Objectives: Ensure regular progression of bus Improve the road safety and bus Service confort Make bus signal priority more efficient and less degrade the general traffic November-09

16

Necessary conditions when conceiving a bus signal priority system in common traffic (2) Regarding pedestrian/vehicle behaviors: Enhance the trafic regulation, road safety Regarding trafic congestion: Take in accout the general trafic condtion when according the priority to bus In case of congestion, coordinate the trafic light control in the sector Objectives: Road safety Fluid bus running Reduce the impact on vehicle circulation Make priority more efficient 10-November-09 17

On conceiving a bus signal priority system 18 Motorway planning (pavement, bus station, crossroad,…) Vehicle priority design (signal timing, priority controlling method, trafic simulation…) System design and development ( materiel provision, architecture design, hardware interface adaptation) 10-November-09

Output of FASEP BPS Project Technology Better understanding of the needs, available technologies French equipments & standards validated at site Cooperation Established a good relationship with Chinese partners, To deepen the research in the field of signal priority as well as global priority system Future aspect To improve the traffic & PT operation through a platform To integrate traffic pollution data for transport planning et management EC project VIAJEO 10-November-09 19

Future cooperation: EC Project VIAJEO An open platform for transport planning and travel information Capable to collect, merge, disseminate traffic and public transportation data as well as environmental data Demonstration in 4 demo sites: ▫Athens (Grace) ▫Sau Paulo (Brazil) ▫Beijing and Shanghai (China) November-09

Future cooperation – VIAJEO Shanghai project Objectives of the Shanghai site: ▫ To develop the PT information service ex: bus arrival time, timetable… ▫To integrate differents data (trafic,PT,FCD…) and connect traffic and pollution data into platform Partners : ▫SCCTPC : local coordinator (Mr.ZHU) ▫ITSJU: Project leader CERTU: Architecture conception ▫TSSS: system development RIOH: validation 10-November-09 21

Conclusion Thanks to FASEP BPS Project, cooperation is installed Good findings in bus signal priority Progress in conception on BPS system and bus line’s operation “BSP is one of the solution durable in the transportation management, depending on the interaction of others relevant factors!” 10-November-09 22
