Indicator pilot project – 2011 Central Hungary Operational Program

Regional OP – total budget 1 726 M EUR (ERDF) Finances projects in the Central Hungary Region (phasing out region) Region includes the capital, suburbs and several smaller cities 5 priorities:  SME’s and innovation  Development of transport system  Tourism and cultural heritage  Development of social infrastructure (health, education, social services)  Development of urban areas Central Hungary OP

Priority: Development of transport system What do you want to change?Result indicatorOutput indicator Allocati on Decrease transit traffic in the capital’s center Minimize the decrease of the share of public transport in the modal split Decrease travel time (within the capital, commuting, intra regional) Reduce the environmental load of transport Name: transit traffic on the main roads of the capital’s center (car/day) Definition: available Source: Hungarian Road Management Company Baseline: available Name: share of public transport in modal split (%) Definition: available Source: Institute for Transport Sciences Baseline: available (trend of previous period) Name: length of new roads Definition: available Source: beneficiaries Target value: X km Name: length of reconstructed roads Definition: available Source: beneficiaries Target value: X km Name: length of new bike lanes Definition: available Source: beneficiaries Target value: X km 267 M EUR

Priority: Development of transport system What do you want to change?Result indicatorOutput indicator Allocati on Decrease transit traffic in the capital’s center Minimize the decrease of the share of public transport in the modal split Decrease travel time (within the capital, commuting, intra regional) Reduce the environmental load of transport Name: PM 10 pollution (fine particle) Definition: available Source: Regional Environmental Authority Baseline: available Name: average travel time (min) for predetermined reference routes Definition: GPS based travel time Source: survey (Managing Authority) Baseline: results of the first survey Name: length of new bus lanes Definition: available Source: beneficiaries Target value: X km Name: number of newly installed traffic control and passenger information systems Definition: available Source: beneficiaries Target value: X 267 M EUR

Determining the connection between output and result indicators How can we measure the contribution of an output indicator to the change in the result indicator? What if there is no change in the result indicator although the output indicators show progress Connecting output to result

1.Length of new roads  Decrease of transit traffic on the main roads of the capital’s center We expect that the transit traffic moves to the new roads (bypass) But it depends on several internal factors: length and capacity of the new road, additional time External factors also have large effects on the results: fuel prices, congestion charge Data source and measurement is important to define at the very start : surveys, traffic counts Connecting output to result

2. Length of new bike lanes  Decrease in PM 10 pollution We expect that people will use their bike instead of their car. Number of cyclists and PM 10 pollution should be regularly measured at new bike lanes. Surveys should be used as well to find out whether cyclists using new lanes switched from car to bike. Connecting output to result

Broad agreement on desired changes is crucial Focused vs. ambitious changes Start to prepare early Very important to define already at the start what and how would be measured Monitoring and evaluation requires adequate and available databases Lessons of the pilot project
