CODATA Strategic Plan and International Activities Russian National CODATA Committee meeting, Moscow 12 September 2006

Strategic Planning Committee Charge: – Update CODATA mission statement – Develop 5-year strategic plan of action – Establish terms of reference for a Technical Advisory Committee Members: – Robert Chen, USA (chair) – Vanderlei de Canhos, Brazil – Guo Huadong, CAS – Fedor Kuznetsov, Russia – Lulama Makhubela, South Africa – Brian McMahon, UK − Antoni Nowakowski, Poland − Ray Norris, Australia − Yukio Ohsawa, Japan − Gordon Wood, Canada

Previous Mission Statement (1994) The mission of CODATA is to enhance the accessibility and promote the intelligent exploitation of data in the conduct of science and technology. CODATA seeks to become the central focus within ICSU, as well as the link between ICSU and the international scientific and technological communities, on matters concerning the organization, management, quality control, and dissemination of data from all scientific and technical disciplines. By bringing data experts together with scientists from the various disciplines, it will encourage and facilitate the application of modern information technology to all aspects of data management.

Proposed New Mission Statement The mission of CODATA is to strengthen international science for the benefit of society through improved scientific and technical data. CODATA is committed to the principle of universal and equitable access to scientific data and information across the digital divide and works to facilitate a coordinated global approach to scientific data and information consistent with this principle.

Strategic Issues: Norris et al. 1. Full and equitable access to scientific data; 2. Monitoring and development of intellectual property rights to scientific data; 3. Long-term preservation of, and access to, scientific data; 4. Interoperability and data storage/exchange standards; 5. Data quality, validation and authentication; and 6. Capacity building, especially in the developing world.

Additional Issues Identified by Committee 7. The role of new technology in data science and education; 8. The transformation of scientific data into knowledge; 9. Professional data management/professional development issues; and 10. Public education and awareness.

Proposed Cross-Cutting Initiatives 1. Global Information Commons for Science Initiative (GICSI) – Already launched by CODATA at WSIS in November 2005 – Strong set of partners already in place – Fund raising, program development under way – Addresses all 10 issues, with major emphasis on first 3 – Primary focus will be on scientific data, in coordination with other open access information initiatives – Meeting this Friday with EC on a “European Information Commons for Science”

Proposed Cross-Cutting Initiatives 2. Scientific Data across the Digital Divide Program (SD 3 ) – A way to focus on capacity building (issue 6) plus issues 1, 3, 7-10 – Links closely with ICSU strategic initiatives/interests related to GEOSS, IPY, eGY, hazards, the MA, renewable energy, health – Builds on existing and proposed TGs (Archiving, Biodiversity, Disasters); CODATA-ICSTI Portal prototype – Link with WSIS e-science initiative and follow-up led by UNESCO – Potential funding through GEOSS, GRIP, other initiatives

Proposed Cross-Cutting Initiatives 3. Advanced Data Mining and Integration for Research and Education (ADMIRE) – Provides technology focus addressing issues 4, 7, 8, and 10 – Builds on AIDA Project and larger research community interested in data mining and integration – Potential EU funding, industry partnerships

Strengthening CODATA’s Capacity 1. Improve Membership – Revitalize existing members – Attract new members 2. Recruit Supporting Organizations – Focus on data centers, networks, research institutes 3. Develop CODATA Associates Program – Build an international community of data scholars, specialists 4. External fund raising – Encourage (require?) Task Groups to flow funds through CODATA 5. Establish endowment fund

Proposed Implementation Steps 1. Focus TGs on Cross-cutting Initiatives Set criteria in future renewals 2. Participate in SciDIF 3. Establish Data Policy Committee Need preplanning, timely responses 4. Establish Technology Committee Need to use new technology to facilitate activities 5. Strengthen outreach Need to plan for more visibility in science and data communities Close coordination with new initiatives, task groups, etc.

Selected CODATA International Activities 1. GICSI 2. GEO Data Policy Task 3. WSIS E-Science follow-up with UNESCO 4. International Polar Year (IPY) 5. Electronic Geophysical Year (eGY) 6. Global Risk Identification Program (GRIP) th CODATA Conference

CODATA and the GEO Data Policy Task GEO 2006 Work Plan, Task DA (continuing in proposed GEO Work Plan) – Invite experts to identify steps required to further the practical application of the agreed GEOSS data sharing principles CODATA is collaborating on this with the GEO Secretariat – Experts meeting to be held Sunday, 22 October 2006 in Beijing

CODATA and the UNESCO E-Science Follow-Up Consultation to be held Sunday, 22 October in Beijing Organized by UNESCO with CODATA support Details available online at UNESCO WSIS follow-up site Two of five elements: – Promote the long-term systematic and efficient collection, dissemination and preservation of essential scientific digital data, for example, population and meteorological data in all countries. – Promote principles and metadata standards to facilitate cooperation and effective use of collected scientific information and data as appropriate to conduct scientific research.
