Energy Expert Meeting 28-29 Aug 06 Contents Who is GEO? What is GEOSS? What is GEO Added-Value? GEO & Energy Management

Energy Expert Meeting 28-29 Aug 06 GEO is an Intergovernmental Group –65 Nations –European Commission –43 Participating Organizations With a Single Objective: GEOSS –To establish a global, coordinated, comprehensive and sustained system of Earth observation systems

GEOSS Components

Energy Expert Meeting 28-29 Aug 06 GEO Added Value What is different about GEO? - Global - Cross-cutting - High-level & Political

Energy Expert Meeting 28-29 Aug 06 GLOBAL (Rotating) Members of the GEO Executive Committee: –South Africa, Morocco –USA, Brazil, Honduras –Russia –China, Japan, Thailand –EC, Germany, Italy

Energy Expert Meeting 28-29 Aug 06 CROSS-CUTTING 9 Societal Benefit Areas 1. Disasters… 2. Health… 3. Energy 4. Climate 5. Water 6. Weather 7. Ecosystems 8. Agriculture 9. Biodiversity

Energy Expert Meeting 28-29 Aug 06 HIGH-LEVEL GEO provides: High-level Framework for Optimized International Cooperation

Energy Expert Meeting 28-29 Aug 06 GEO helps: Define Common Objectives for Int’ Community - GEO Work Plans Channel individual efforts - Work Plan implementation, however with Members & Organisations own resources Advocate for - Resources (human & financial) - Collaboration (at organisation, government or agency-level) Enhance Visibility - GEO label

Energy Expert Meeting 28-29 Aug 06 Some Clear Energy Objectives for GEO (cf. 10-yr Reference Document) - Develop the use of EOs - Facilitate access to data & products - Identify user requirements for EOs - Encourage development of DSS - Optimize exploitation of future capabilities GEO & Energy

Energy Expert Meeting 28-29 Aug 06 But to be achieved by what means? - GEO Work Plans (2006, 2007-09, …) - Strategic 5-10 year Plan - Workshops - Community of Practice Activities - Other?

Energy Expert Meeting 28-29 Aug 06 Purpose of this Meeting - Update GEO objectives & priorities (Agenda Item II) - Redefine means to reach objectives (Work Plan tasks, Strategic Plan, Workshops, … cf. Agenda Items IV, V, VI) - Strengthen international cooperation (Community of Practice, … cf. All Agenda Items) So that GEO Energy activities can truly have an impact and benefit both Society – and our daily work…

Energy Expert Meeting 28-29 Aug 06 Related Questions - Missing Stakeholders in GEO Process? - Developing vs Developed Countries Priorities? - Renewable vs non-Renewable Energy? - What Connections with Community of Practice?

Energy Expert Meeting 28-29 Aug 06

International Policy Background 21st Century New Energy Security Paradigm? - Growing influence from non-OECD countries e.g. China, India, Brazil, South Africa

Energy Expert Meeting 28-29 Aug 06

21st Century New Energy Security Paradigm? (cont’) - Potential for terrorism on supply systems - Climate change (Kyoto) & pollution regulations - Growing integration of energy industry (a break in the supply chain can reverberate throughout the system)

Energy Expert Meeting 28-29 Aug 06 1st Integrated Energy Crisis of 21 st Century 2005 hurricanes in Gulf of Mexico damaged critical physical connections between offshore platforms, pipelines, oil tankers, refineries, storage, distribution systems, …

Energy Expert Meeting 28-29 Aug 06

International Policy Background G8 Plan of Action 2006 Global Energy Security - Diversify energy mix - Ensure physical security of critical infrastructure - Reduce energy poverty - Address climate change & sustainable development Consistent Plan of Action for IEA What about European Commission’s views?

Energy Expert Meeting 28-29 Aug 06 International Policy Background Mechanisms influencing National Policies and Investments - REEP Renewable Energy & Energy Efficiency Program - REN21 Renewable Energy Policy Network for 21 st Century - MEDREP Mediterranean Renewable Energy Partnership - RPS US “Renewable Portfolio Standards”

Energy Expert Meeting 28-29 Aug 06

Background to Discussion Item V (Strategic 5-10 yr Plan) According to GEOSS Energy 2-year Target 26, the energy community should: Produce “a strategic 5-10 year plan for exploitation of the benefits of the new generation of operational observing systems - both space-based and in situ - which comes on- stream in this decade.

Energy Expert Meeting 28-29 Aug 06 The plan should include efforts on: (i) operationalizing existing research capabilities to meet the needs of the energy industry; (ii) research and development in advanced end- to end modelling and forecasting techniques (such as ensemble-based methods) covering both environmental and energy processes, and with an emphasis on issues of risk assessment;

Energy Expert Meeting 28-29 Aug 06 (iii) the improvement of information networks by linking existing systems and making them inter- operable; (iv) continue efforts to raise awareness of, facilitate access to, and operationalize improved methodologies for exploitation of GEOSS data and information products for the industry”.

Energy Expert Meeting 28-29 Aug 06 Proposals for Energy 2007-09 1: Renewable Energy Develop the use of Earth observation in the management of uncertainties related to fluctuations and intermittency of renewable energy sources. 2: Environmental Impact Monitoring Set up an Earth observation platform for the monitoring and prediction of environmental impact from energy resource extraction, transportation and/or exploitation. 3: Energy Policy Planning Encourage the use of Earth observation for informed energy-policy planning in developing countries.

Energy Expert Meeting 28-29 Aug 06

GEO Organization GEO Plenary Executive Committee Scientific, Technical & Management Team GEO Secretariat Standing Committees Capacity Building Architecture & Data Science & Technology User Interface

Energy Expert Meeting 28-29 Aug 06

Why a Cross-cutting Approach? Societal benefit areas are interdependent (e.g., Weather-Disasters Climate-Agriculture-Health Water-Energy)

Energy Expert Meeting 28-29 Aug 06 Techniques (eg. Ensemble Forecasting) and parameters (eg. Altimetry) are relevant to a number of Societal Benefit Areas
