 While Canada’s National Energy Strategy (NES) is much in line with the BC Clean Energy Act / IRP, Market Diversification needs of the NES require BC’s coast line due to its access to the Asian markets. This has environmental risks, both land and marine apart from potentially offsetting BC’s GHG emission targets of 2020 set out in the BC Clean Energy Act.

 Economy & Jobs  Support Canada’s National Energy Strategy (NES)  Achieve objectives of BC Clean Energy Act / IRP  Carbon Pricing across Canada  Renewable Energy – Alternatives to Hydro Power  Sustainable Economy & Living Conditions

 Extensively resource dependent economy – Wood, Pulp & Paper, Tourism, Mining  Extensively dependent on Hydro Power – Limited opportunity to hedge risk  Resources to fund Alternate / Renewable energy sources  Achieving objectives of BC Clean Energy Act / IRP  Carbon Tax – Only province in Canada  Sustainable Economy & Living Conditions

 NES Objectives : 1. National economic development through market diversification 2. Reduction of environmental impacts and climate protection 3. Coordination of cross-country infrastructure development that enables more timely energy project development 4. Gain social acceptability and defend people’s future and health 5. Ensure National Energy Security 6. Reduce energy consumption through energy efficiency measures and innovative technologies  Enabling Policies : 1. Implement either Carbon tax or Cap and Trade 2. Support national NG transportation economy 3. Implement non-aggressive current command and control regulations 4. Develop RPS: certain percentage of electricity from renewables
