Vision for EULIS’ future and the part Land Registry organisations play Alasdair Lewis

Time for assessment Re-assessment of EULIS brought about by: Economic crash - making the environment for investment difficult Recognition that more Land Registry organisations need to be involved; make it easier Customer feedback on the service: they want to search in more countries Additional customer services demanded; technical updates of service desired

EULIS service vision Vision for the EULIS service remains the same: ‘EULIS offers direct, easy, on-screen access to member land registers and reference information across Europe.’ The EULIS website provides information on the official contacts and web links for land registration in European countries – free to all EULIS is the first port of call for land and property information in Europe.

What does EULIS have? A live service! Experience in building a portal Experience of working across cultures/countries to produce something tangible! Strong online visibility, good brand awareness Knowledge of land registration as a public service & a business Expertise in the content of land registers Standardised structure for describing land registration concepts across borders Tools for spreading knowledge and understanding to users: –Reference information - local specialist knowledge –Glossary – terminology and semantic translation

What does EULIS have? Organisation in place Active participation EEIG ready to be launched Support from the Commission on two levels – DG Internal Market and DG Justice and Home Affairs Vehicle for: –Giving national land registries a profile on a European level –Encouraging best practice in operations and services Sound concept and foundation for development EULIS is a springboard for eGovernment initiatives

We recognise that Land Registries across Europe.... are operating in a difficult financial climate. are faced with a large and difficult change agenda. will be challenged to comply with the European e- Justice Portal.

We also recognise... cost of membership shouldn’t be a barrier to participate in EULIS. the EULIS technical solution must be modern and flexible in order to accommodate diversity in technology and information contents. resources are initially required to build reference information.

Making it happen Involve as many European land registry organisations as possible Partner with European Institutions and other stakeholders Implement a viable operational model Improve the service for the professional customers and European citizens Make the reference information available free to all Offer a recognised solution for meeting e-Justice obligations

Future development of EULIS Stefan Gustafsson

EULIS Service1.0 Focus on users ‘Make it simple, make it cheap’ Use modern technology Use current services Use standard solutions and tools (Portal software, Java, webservices) Development by steps

EULIS Service 2.0 Re-think of synergy between live service/website Re-think on next generation platform for new services Enhanced use of webservices –Land information Project LINE –Application to Civil Justice Programme

Project LINE Land INformation for Europe 1. To build the community of official land registry organisations across all EU member states in order to facilitate their participation in and compliance with the European e-Justice programme. 2. To deliver the next generation EULIS platform, which is technologically and financially-viable and through which land registry organisations across Europe can provide cross-border services.

3. To identify and define a wide-ranging set of land information services and value-added products across Europe for delivery through the European e-Justice portal, which will benefit legal practitioners and professionals associated with the administration of justice in the area of civil law (including solicitors, judges, notaries, bailiffs and other stakeholders) and improve the functioning of the internal market. 4. To facilitate cross-border access to and use of legal information on real property to a wide range of users. Project LINE Land INformation for Europe
