THE WHY – PART 1 DHS has a major focus on helping people with I/DD obtain and succeed in Competitive Integrated Employment. Implementing evidence-based, emerging, or other best practices is part of this effort. This means service providers need to rekindle or refine existing skills and obtain new ones.

THE WHY – PART 2 DHS Employment First policy and Executive Order 15-01, and OAR and require that employment services for individuals with I/DD are provided by people who meet certain core competencies, credentials, and qualifications..

THE WHO Employment Professionals/Specialists: All employees of provider organizations, Personal Support Workers, and Independent contractors who provide any ODDS funded employment service. Broad array of staff including those providing specialized services (e.g. Discovery), 1:1 job supports, and direct support staff in group service settings.

Both Federal and Oregon regulations expect an employment service to be one that has obtaining and maintaining competitive integrated employment as the goal. In Oregon these services are defined as: * Supported Employment – Individual * Includes Job Coaching * Supported Employment - Small Group * (2-8 individuals) * Job Development * Discovery * Employment Path Services – Facility and Community NOTE: Sheltered Employment is considered Employment Path Facility Services EMPLOYMENT SERVICE DEFINITION

Complete Minimum of one DHS-Approved Competency Based Employment Training (as well as CPR/1 st Aid, and 6 hrs of pre- service training – Mandatory Abuse, training to work with individuals with IDD & Training on employment and support needs of the individual to whom they will provide support) NEW EMPLOYMENT PROFESSIONAL/SPECIALISTS Hired after January 1, 2015 Within 90 Days THE WHAT & When

Demonstrate the Core Competencies and Training Standards of Supported Employment Professionals At a minimum: Successfully complete credentialing program (ie. ACRE Certification), Successful completion of training courses incorporating Core Competencies and Training Standards (ie. WISE Intro/Discovery, Job Development, Systematic Instruction, and Benefits classes), AND/OR Annual DHS approved competency-based employment continuing education training (ie. your organization could create a program and seek approval) Within One Year of hire and Annually Effective January 1, 2015 MORE WHAT & WHEN

Complete a DHS- approved training in Discovery Discovery providers must be qualified Vocational Rehabilitation Vendors for Job Development and/ Job Placement services THE DISCOVERY WHAT & WHEN Policy Transmittal APD-PT Prior to providing Discovery Services As of July 1, 2015

VOCATIONAL REHABILITATION VENDOR QUALIFICATION FOR JOB DEVELOPMENT AND /OR JOB PLACEMENT Official: Because of pending changes in contracting instruments and processes, New Vocational Rehabilitation Vendor contracts are not available until October However, there is a “Work-Around” for new DD VR Vendors. They can come on board before October. Callie Rousch is the contact if you need assistance accessing the “work-around”. EOPII (VR’s Job Placement Training): Take as soon as possible but it is not required prior to obtaining a contract

THE WHAT - NEXT What has been described is basics. The expectation is one of ongoing learning and expansion of skills. The Department will continue to review the qualifications expectations and make changes over time – stay tuned Example: the need to continue to focus on the skill sets of job coaches or increasing our skills in customized approaches to job development.
