Capital Improvement Plan (CIP) The biennial Capital Improvement Plan (CIP) is the element of the California Aviation System Plan (CASP) required by State law PUC Projects in the CIP are selected for funding under the California Aid to Airports Program (CAAP). This CIP shows 5 to 10 years of projects that reflect the federal ACIP projects. Airport IQ is now used as the State airport database system. Project descriptions can now be entered online by airport sponsors and their representatives. This streamlined application was available for the 2007 CIP development.

Capital Improvement Plan (CIP) CIP compiles capital needs for California’s public-use, public-owned airports. CIP serves as an unconstrained fiscal estimate for current and future airport development projects. A project must be in the CIP in order to obtain State funding.

Airport Definitions Primary Commercial Service: A public commercial airport that enplanes at least 10,000 annual passengers. Non-Primary Commercial Service: A public airport providing scheduled passenger service that enplanes at least 2,500 annual passengers. Reliever: General aviation airports in major metropolitan areas that provide pilots with attractive alternatives to using congested hub airports. General Aviation: The segment of aviation that encompasses all aspects of civil aviation except certified air carriers and other commercial operators such as airfreight carriers. NPIAS: National Plan of Integrated Airport Systems, a Federal Aviation Administration (FAA) report submitted to Congress. ACIP: Airport Capital Improvement Program is a 5 year plan of airport projects planned for federal funding.
