Context Infrastructure critical for poverty alleviation Growth Infrastructure Critical to Growth Power load shedding in S. Asia is estimated to cost 1 -2% GDP/ year Poor road maintenance increases vehicle operating costs by approx. 2x to 3x Self supply of WSS costs 2 to 5 x network costs Business surveys (Africa/Asia) cite power & telecom among top 5 constraints to expansion 10% increase in teledensity leads to 0.6% growth in GDP Poverty & MDG Impact Impact on Education The construction of an all-weather road in rural communities in Morocco increased girls’ primary school attendance from 28% to 68% Impact on Health and Poverty The completion of networked water and sanitation services in Ahmadabad, India increased local women’s daily profits from vegetable farming by ~ US$1 per day and reduced the incidence of disease by 75% Modern fuel sources and renewable energy can improve environmental conditions and help reduce the incidence of respiratory illness

WB Infrastructure Response to Crisis Core action points for Infrastructure Response: Protect existing infrastructure assets Preserve and refocus the infrastructure pipeline Support PPPs in infrastructure Maintain focus on the longer-term project pipeline Supported through IDA Fast Track Facility Supported through IBRD capital base Market Assessments ongoing SIAP Under SIAP WBG committed to support infrastructure financing between $59 and $72 billion over a 3 year period and leverage an additional $109 to $149 billion. Revised FY09 pipeline currently indicates infrastructure financing for IBRD/IDA will exceed SIAP targets across all infrastructure sub-sectors Opportunities Bank budgets can be re-allocated to frontline infrastructure staff to prepare, appraise and deliver projects and move aggressively through the pipeline. Of course, continued emphasis on investment simplification implementation will also be a positive critical driver. Additional financing for existing infrastructure projects is being encouraged at this juncture as it provides quick funds for the sector and helps the economic stimulus. With additional flexibility on country allocations, sector staff have a stronger mandate to engage with countries on identifying PPP projects at risk for possible WBG support. We will use the support of the IFC/IDA secretariat to help identify PPP projects where different World Bank Group institutions can optimize coordination for PPP projects. Risks Countries have a strong preference for general budget support (general DPLs) in crisis response, and we need to ensure that Country Directors have the opportunity to keep new infrastructure investment lending in the pipeline. As an example, Azerbaijan's Minister of Finance has just instructed line ministries to cut in half their investment programs. This will have a key impact in areas such as transport (which had significant investment plans). Senior Management direction and signal for a balance/complementarity between general budget support and infrastructure financing is therefore crucial (including the extra headroom provided from more flexible country lending ceilings).

WBG SIAP Forecasts FY09-11 Under SIAP WBG committed to financing between $59 and $72 billion and leverage an additional $109 to $149 billion.
