Spring 2013 Section Engineers Conference March 5, 2013 Guardrail Items Terry Chism, Div of Const.

Yes, there are & will be more changes and clarification for Guardrail Many of the changes being made now are the results of the comments received from the Field during the Guardrail Installation Training. You made the difference with your concerns and comments – YOU DID GOOD!!!

Guardrail Mounting Height Important -What is Maintenance to do on Damaged Guardrail?? 27” Guardrail that is damaged will be replaced to a minimum height of 27” If existing NCHRP 350/MASH Approved Guardrail End Treatments are damaged they may be repaired – if destroyed - then replace with current KY Approved NCHRP 350/MASH End Treatments If non-NCHRP 350/MASH Guardrail End Treatments are damaged they must to be replaced with current NCHRP 350/MASH End Treatments

Proprietary Guardrail End Treatments will remain at 27” Mounting Height KY will continue using NCHRP 350 Approved 27” Guardrail End Treatments until 29” End Treatments are Tested and Approved TRANSITION: Utilize the last 2 sections of 12’ 6” Guardrail (25’) prior to the Pay Limits of the End Treatment to Transition from the 29”Guardrail Mounting Height to the 27” End Treatment --- ie do not change the mounting height within the pay limits of the end treatment

Mounting Height for Type 2A and Type 3 End Treatments is 29” +/- 1” WHY?? These End Treatments are Built with Generic Materials – they are not Proprietary Beginning with the June 2012 Letting Sect KY 2012 Standard Specifications has been changed to read “Construct guardrail 29 inches to the top of the rail, with a tolerance of plus or minus one inch above the theoretical pavement elevation” (shoulder slope extended)

Std Draw BHS-008 Rail System Type 3: Replaced by Sepia # Changed dimension 1’ 9” dimension Changed to 1’ 11”

Std Draw RBR Guardrail End Treatment Type 2A Replaced by Sepia # – Added Details

Std Draw RBR Guardrail Components Replaced by Sepia # Removed Cable Detail Cable Detail Removed

Std Draw RBE Crash Cushion Type VI-BT & CT Replaced by Sepia # Note: A Class CT (reusable or self restoring) can be Used at the Contractors Discretion

Std Draw RBR Steel Beam Guardrail (W Beam) Replaced by Sepia # Removed Requirement & Detail for Back-up Plate – Permanent Change Permits the use of both 12’ 6” & 25’ Guardrail Sections May & June Lettings

Sepia #12 Replaces RBR-001 NO Backup Plates Needed Allows 12’6” & 25’ Rail Sections RBR-001 Sepia #012

Low Fill Culverts with Guardrail Spans up to 25’ Without Post – What do we do??

For Low Fill Culverts 25’ Opening Use RBR-031 Guardrail End Treatment Type 3 Pipe Drainage

16 Type 7 End Treatment 50 Foot (2 break away post) Turndown end treatment attached to concrete anchor block (MUST HAVE). Flared 0’ to 4’ (desirable) from the normal guardrail line Note 3 Std Draw RBR-050 “This guardrail end treatment is not for use on approach end on high speed NHS.”

Critical!!! Type 7 Concrete Anchor 1.The concrete anchor block may be precast or cast-in-place. When the anchor is cast-in-place forming of the sides shall be required.

Bill Gulick say’s Type 7 Alternate End Treatment OK

Do NOT Use this Drawing with the Title Block with Manufacture on it

Use this Drawing with the Title Block without Manufacture on it

Deflections Bridge Pier NOT Considered – Cap within 2’ Heavy Coal Haul Route

New York City Bus Crash High Center Gravity Vehicle Normal Guardrail to Close

Design, Construction & Maintenance be Aware!!! Just because a Guardrail End Treatment is in place or in a set of plans it doesn’t make it right!!!!: It may NOT be at the proper location It may not be the best end treatment for that location Design & Consultants need to check in the field – so often 3R/4R plans place new treatments at the old/current location (may be 30 years old & incorrect)

Design, Construction & Maintenance be Aware!!! Maintenance & Safety Projects need to be checked in the field for proper End Treatment Type and Location Construction can/should make changes whenever they note an end treatment in the plans that does not look correct When a Guardrail End Treatment is damaged and needs replaced, a field determination should be made as to proper Type and Location

Old BCT Replaced with Type same Location – NOT long Enough to Shield hazard

Minimum Length of Guardrail - including End Treatment – before a Fixed Object – 200 Feet Typical Guardrail Installations: Std Draw RBI-001, 002, Std Draw RBI-004 Type 1 Std Draw RBI-005 Bridge Column Std Draw RBI-006 Sign Support ALL CONTAIN THE FOLLOWING NOTE: Std Draw RBB-001 & 002 Guardrail & Bridge End Std Draw RBB-010 Guardrail Transition From Normal Shd To Narrow Bridge

Per Bill Gulick “You CANNOT Disconnect (or separate) Grading and Guardrail”

Grading Requirements Pads & Slopes Getting Good Pads but Poor Slopes beside Pads Guardrail End Treatments Type 1 & 4A’s 2012 Std Draw shows 5’ of widening in the “Adjacent” area behind the guardrail – Sect A-A Side slopes 4:1 Desirable 3:1 Max

Extruder Head should be Parallel to the Guardrail/Ground – Not dipping down like these

Extruder Heads shall be Parallel to the Guardrail/Ground – Not dipping down like this

Improper Installation - Extruder Head not Pushed all the way on

Problems with Older ET’s with Wood Post Lag Screws stripped and fall out – either replace Post or Rotate Old Post 180 Degrees and install new Lag screws (Pilot Holes)

By Change Order – any/all of the following may be changed on Pre June 2012 Projects Guardrail Mounting Height 27” to 29” Change old stiff Type 2A End Treatment to newer, softer Type 2A – Sepia 007 (no concrete required) Guardrail Post in Rock can be changed to the new method of installation (no concrete required) Delete backup plates Can be combined in one Change Order

Questions or Problems with new Guardrail Specifications or Standard Drawings Give me a call and we can discuss to help determine what changes or clarifications need to be made I will work with Jeff Lail, Bill Gulick, Nasby Stroop, Rachel Mills etc. to Correct I work Part Time so keep trying to get me

Yes, there are & will be more changes and clarification for Guardrail Many of the changes being made now are the results of the comments received from the Field during the Guardrail Installation Training. You made the difference with your concerns and comments – YOU DID GOOD!!!

Closing Thank you for your attention Hope you have found this presentation and the Guardrail Installation Training to be Useful and Informative More Classes in March Questions??

2012 Standard Specification Section Guardrail: New Requirement “Prior to ordering guardrail materials the Engineer and the Contractor shall meet on the job site to check the guardrail end treatments locations designated in the plans against actual field conditions to determine if the locations and end treatment types are appropriate. Adjustments will be made as appropriate and final location and end treatment types will be approved by the engineer. If considered necessary, the Engineer will consult with the Division of Design.” Comments, performed any, useful, made changes??
