Ministry of Employment and the Economy Ministry of Education and Culture Ministry of Social Affairs and Health 2 Youth unemployment in Finland in 2012 Unemployment rate was 19 % registered young job seekers, on the average Youth unemployment is short-term: 80.5 % of the unemployment spells of young job seekers were shorter than three months However, young people between have completed only basic education young people are neither employed, nor in education, training or in activation measures (NEETs) Activation rate among young job seekers is 34,5 % (all age groups 30 %)

Ministry of Employment and the Economy Ministry of Education and Culture Ministry of Social Affairs and Health 3 Youth Guarantee in Finland, Youth Guarantee: EUR 60 million annually Temporary “Skill programme” for young adults: EUR 27 million in 2013, EUR 52 million every year in Government’s framework budget decision for (4 th April 2012) Target groups and the goals Each person under 25 and recently graduated under 30 will be offered a job, on- the-job training, a study place, or a period in a workshop or rehabilitation within three months of becoming unemployed. Education guarantee: each comprehensive school graduate will be guaranteed a place in further education, workshop activity, rehabilitation or otherwise.
