4 Background In the 1980’s and early 1990’s waste tire dump fires became national news In many places throughout the country waste tires were disposed on vacant land at minimal cost The State of Florida 1988 Solid Waste Management Act required waste tire collectors to register with the Florida Department of Environmental Regulation (FDER) and dispose of tires at permitted centers

5 Background Orange County Fire Rescue identified 100 waste tire dumps in the County FDER required owners of tire dump sites to clean up

6 Background Chapter 32-2 Waste Tires Recognizes the problem of illegal tire dumping Requires waste tire transporters – Be licensed – Maintain records / manifests – Quantity of tires collected – Where and from whom the tires are collected – Where the tires are deposited – Report manifests quarterly to the County

7 Background Chapter 32-2 Waste Tires Requires retail tire dealers / waste tire generators – Maintain records of the number of tires delivered to: – Other tire dealers – Tire transporters – Ultimate disposal site Provides for enforcement and schedule of penalties

8 Background Waste Tire Program Parameters Multi-agency / department staff – Utilities Department – Overall Coordination – Orange County Sheriffs Office – Enforcement of illegal transport and dumping – Waste Tire Grant funded two code enforcement officers in EPD – Positions transferred to Code Enforcement – Grant Funding is no longer available

18 Since 1992 the Waste Tire Program has significantly reduced the problem of illegal waste tire dumping in Orange County Further improvement may require changes to the program and possibly additional resources Summary

19 Chapter 32 falls short of comprehensively addressing waste tires Gaps in the ordinance – No requirement for tire retailers to report – Does not apply to waste tires generated in neighboring counties – We have no way to know where waste tires are going in all cases Summary
