The Netherlands has a population of 16 million people DRUGS IN THE NETHERLANDS  are dependent on alcohol  are dependent on cannabis  40 to 60 thousand are dependent on cocaine or on heroine or on both We have a pragmatic policy regarding ‘soft’ and ‘hard drugs’ The distinction between ´hard´ and ´soft´ drugs is made to separate these two markets. So that small amounts of soft drugs, (cannabis), can be bought at the so called ‘Coffee Shops’. The sale or use of hard drugs, (Cocaine/Heroine) is forbidden.

THE ADDICTION TREATMENT SYSTEM IN THE NETHERLANDS  Methadone maintenance treatment and pharmacological therapies of opiate dependency is offered to more than 60 % of all the opiate addicts at special clinics throughout the country as well as in prison  Medical prescribed Heroine is available, at strict conditions, in special treatment centers in more than 10 cities  To obtain more control over the hard drug users, special ´drug user rooms´ are made available. Here they can use safely without, disturbance and without disturbing the streets  Work projects are set up. One of these is to clean up the streets, the people who participate are paid a small sum of money Harm Reduction

THE ADDICTION TREATMENT SYSTEM IN THE NETHERLANDS  INTEGRATION OF THERAPY  REHABILITATION AND SOCIALIZATION OF RESIDENT LIVING TOGETHER AND BEING PART OF A GROUP PROCESS  WORKING TOGETHER  FOCUS ON A DRUG FREE RE-ENTRY INTO SOCIETY Abstinent Oriented Drug free Therapeutics Communities Core elements of these residential treatment are: Examples of these type of communities in The Netherlands are: De Emiliehoeve in The Hague De Bregweestee and Hooghullen in Groningen

THE ADDICTION TREATMENT SYSTEM IN THE NETHERLANDS Abstinent Oriented Justice Sytem treatments These programs are especially for people who have broken the law and have a drug problem. Instead of sending them to prison, they are send to special therapeutic communities, were they are taught how to deal with their drug problem, practical skills and they learn to develop a life style without crime For young people Addicted youngsters (cannabis, Cocaine, alcohol). They can detoxify in a safe environment without older addicted people. They live in a group of only youngsters. Many of them have a dual-diagnose. Family Programmes These programmes are for parents with a drug habit and who have children. They are offered residential housing (parents and children together) and an intensive training in parental skills, while the children are at the day-care. Minnesota Model Treatment This treatment combines professional treatment with philosophy of the AA. It is for adults who are still socially active and who are able to assume responsibility for their own recovery. Six weeks residential care, with life-long aftercare, attendance self-help groups.
