Japan’s View on the 5-year work programme Osamu Mizuno Director Office of International Strategy on Climate Change Climate Change Division Ministry of the Environment, Japan May 2005

Objective of the Programme Common Grounds: –Adverse impacts of global warming is inevitable. Adaptation measures complementary to mitigation is required. Identify weak points and acquire satisfactory knowledge Undertake concrete actions accordingly Clear-cut Visions for specific goals Prepare separate roadmaps for major elements Set up an implementing system to carry out specific tasks in the roadmap

Scope of the Work Programme and Priorities Proceed works on major elements 1.Methodologies, data and modeling 2.Vulnerability Assessments 3.Adaptation Planning, Implementing 4.Integration into Sustainable Development Continuation of in-session WS Distribution of related materials and information –Distribution via the UNFCCC website Prioritize the elements to be considered

High Priority: ① Methodologies, data and modeling ② Vulnerability Assessments Issues on Methodologies, data and modeling Development of elementary data (current and future climate data, climate scenario, notably regional climate scenario) Establishment of methodology (i.e. modeling, on impact and adaptation assessment) Human resource development, notably researchers; Dissemination of information to the policy makers and relevant actors, as well as promoting their understanding of the issue. Issues on Vulnerability Assessments Development of a highly disaggregated and regional analysis on the impact of extraordinary weather events Economic assessment of the impact of climate change and vulnerability

Japan’s Proposal – A Regional Monitoring System FrameworkSchedule (sample) Establishing climate change monitoring assessment centers in leading developed countries in the region Provide information and capacity building training to developing countries, collaborating with other developing agencies, etc. By the end of the implementation, a leading developing country in each geographical region can establish a regional monitoring and assessment center the vulnerability of each country or region needs to be analyzed by identifying its composing elementsthe vulnerability of each country or region needs to be analyzed by identifying its composing elements SBSTA22initiate discussions SBSTA25 ~ SBSTA26 agree on the contents launch programme Interim Review review progress, and fine-tune for latter-term SBSTA35review outcome, and deliberate on next steps Adaptation planning, measures and actions should be built on the basis developed in the previous phasesAdaptation planning, measures and actions should be built on the basis developed in the previous phases

Works: ③ Adaptation planning, measures and actions, ④ Integration into sustainable development Issues on adaptation planning, measures and actions the status of development and implementation in different countries and regions accessibility to feasible adaptation technologies outcome of research conducted by international organizations and experts on adaptation measures Issues on integration into sustainable development study and share past examples and information existing in both developed and developing countries highlight cases where development projects can be integrated into adaptation measures inviting experts from other relevant international organizations as well

Reviewing and Improving the Work Programme Continuation of in-session WS Distribution of related materials and information –Distribution via the UNFCCC website  Ensure actions will be taken according to the Work Programme. Fine-tuning the Programme when necessary.
