Disability Support Services Day Programmes funding changes Overview The Ministry of Health is responsible for funding supports that enhance disabled peoples’ health outcomes. The purpose of vocational and community participation day services is to enhance people’s vocational and social development outcomes. DSS’s future funding will focus less on purchasing day programmes for disabled people and more on funding their disability supports to enable them to access their chosen daytime services and activities. This will enable disabled people to have more choice and control over the individualised supports that they access.

Disability Support Services Day Programmes funding changes What is changing? DSS will not fund day programmes for any new clients who are outside of the Ministry’s day programmes funding responsibility. The Ministry of Health and MSD intend to work collaboratively to seek the same outcomes for disabled people whose separate services they fund. This may be achieved through specified outcomes in joint contracts and service specs where applicable. This may eventually lead to the joint funding of disabled peoples’ individualised services similar to what is being trialled in the Enabling Good Lives initiative.

Disability Support Services Day Programmes funding changes What will remain the same? In the immediate term DSS will continue to fund day programmes for those it is currently funding. Disabled people will continue to be allocated disability support services based on their assessed need. MSD will continue to provide a subsidy to Day programme providers to provide vocational and community participation day services to disabled people around the country.
