January 2007Kick-off Meeting Participation Involvement of individuals or groups who are not part of the elected or appointed legal decision making bodies in preparing, making or implementing collectively binding decisions. A participatory process is open to public input; possibly including new forms of deliberation. Public (citizen) or stakeholder participation. Participation can take place through representation when the stakeholders are organised (e.g. environmental NGOs).
