CCS(Revised Pay) Rules,2008 come in to effect from 01.01.2006 It introduces a new concept of Pay Band and Grade pay. It also prescribes an entry level higher pay for Direct Recruits than Promotees. 2.4.1

ANNUAL INCREMENT One increment equal to 3% of pay in Pay Band +Grade Pay rounded off to the next multiple of Rs.10/-. Fraction in paisa to be ignored. This amount is to be added to the existing pay in PB. It will take effect from 01.07. of each year. Should have served for a minimum period of 6 months in the respective grade pay to get an increment on 01.07. 2.4.1

ANNUAL INCREMENT (contd) Following are treated as QS service for increment purpose. All periods of duty, All kinds of leave,(except EOL) Foreign service Joining Time Period of Training before appointment on stipend or otherwise.- Official due for increment on 01.07 but on leave as on 01.07 will be drawn on rejoining. 2.4.1

Pay of an official will be re fixed when he is granted promotion. FIXATION OF PAY Pay of an official will be re fixed when he is granted promotion. There are two methods for re fixation. One is by straight method under Rule 22 of FR&SR Another one is by re fixation after the official earns an increment in his substantive post under Rule 22 I(a) (1)of FR&SR 2.4.1

STARIGHT METHOD-When there is a change in grade pay One increment equal to 3% of the sum of the pay in pay band and the existing grade pay will be calculated and rounded off to the next multiple of Rs.10/- This will be added to the existing pay in pay band . The grade pay corresponding to the promotion post will then be added to the pay band . 2.4.1

Example A Timescale Postal assistant with following pay stands promoted to LSG with GP Rs.2,800/- Pay in Pay Band on the date of promotion -------------------- Rs.8,000 Grade pay ------------------------ Rs.2,400 Total Rs. 10,400 3% on Rs.10,400/- Rs. 312 rounded off to Rs.320/-. His pay on promotion will be Rs.8,320+ New grade pay of Rs.2,800/- 2.4.1

STARIGHT METHOD-When there is a change in Pay band. One increment equal to 3% of the sum of the pay in pay band and the existing grade pay will be calculated and rounded off to the next multiple of Rs.10/- This will be added to the existing pay in pay band . The grade pay corresponding to the promotion post will then be added to the pay band . If the pay in the pay band after adding the increment is less than the minimum of the higher pay band to which promotion is taking place pay in the pay band will be raised to the minimum of the higher pay band. 2.4.1

Example Present pay band 9300-34800 +Grade pay 5400. Present pay Rs.21820/-+5400. Promoted to PB 15600-39100 +Grade pay 6600. 3% notional increment on Present pay Rs.21820/-+5400 = Rs.820. Add Rs.820 with Rs. 21820/- New pay Rs.22640/-+GP Rs. 6600./- New grade pay Rs. 6600./- New pay band Rs. 15600-39100 2.4.1

REFIXATION ON ACCRUAL OF INCREMENT IN OLD POST An official opts to get his pay fixed from his date of next increment. From the date of promotion to till the date of next increment the pay in pay band will be the old one and there will be no change . But the Grade pay will be the grade pay attached to the promotional post. On 01.07. the official will be granted two increments. One normal increment due on 01.07.and another one notional for promotion. 2.4.1

REFIXATION AFTER ACCRUAL OF INCREMENT IN OLD POST While computing the first(normal) increment basic pay + old grade pay prior to the date promotion shall be taken in to account. This will be added to the basic pay Then the second(notional) increment will be calculated by taking in to account of basic pay +first increment + old grade pay Then this will be added to the basic pay. With this basic pay new grade pay will be added. 2.4.1

Example A Timescale Postal assistant with following pay stands promoted to LSG with GP Rs.2,800/- with effect from 25.06.2011 Pay in Pay Band on the date of promotion -------------------- Rs.8,000 Grade pay ------------------------ Rs.2,400 Total Rs. 10,400 His pay on promotion from 25.06.2011 up to 30.06.11 will be Rs.8,000 +New GP Rs.2,800/- On 01.07.2011 his pay will be re fixed as follows. 2.4.1

Pay in Pay Band on the date of promotion -------------------- Rs.8,000 Example -2(contd) Pay in Pay Band on the date of promotion -------------------- Rs.8,000 Grade pay ------------------------ Rs.2,400 Total Rs. 10,400 Normal increment due on 01.07.2011 3%on 10,400 = 312 rounded off to Rs.320/-. Pay after adding normal increment on 01.07.2011 is Rs.8,320.+2400 Then his pay will be refixed as follows 2.4.1

after adding normal increment Rs. 8,320. Example -2 (contd) Pay in Pay Band on 01.07.2011 after adding normal increment Rs. 8,320. Old Grade pay ------------------ Rs. 2,400 Total Rs. 10,720 3% on Rs.10,720/- Rs. 321 rounded off to Rs.330/-.(Notional increment) His pay on promotion will be Rs.8,650+ New grade pay of Rs.2,800/- 2.4.1

REFIXATION ON ACCRUAL OF INCREMENT IN OLD POST (contd) On promotion if an official wants to get his pay re fixed on accrual of normal increment on 01.07. he has to furnish one option under Rule 22 I(a)1 of FR&SR within one month from the date of promotion or appointment. 2.4.1

2.Sanctioned twice in a year to take effect from 01.01 and 01.07. DEARNESS ALLOWANCE 1.Dearness allowance is granted to compensate price increase above 115.76 points in CPI(Base year 2001=100) 2.Sanctioned twice in a year to take effect from 01.01 and 01.07. 3.DA is based on Basic pay +Grade pay +NPA. 4.For transport allowance DA is admissible 5.Fractions of 50 paisa and above to be rounded off and less than 50 paisa to be ignored. 2.4.1

It is admissible at the following rates. HOUSE RENT ALLOWANCE House Rent Allowance is payable with reference to Pay in pay band +Grade pay+NPA It is admissible at the following rates. CLASSIFICATION OF CITIES/TOWNS RATES OF HRA ‘ X’ CITIES 30% ‘ Y ‘ CITIES 20% ‘ Z ‘ CITIES 10% 2.4.1

HOUSE RENT ALLOWANCE(contd) HRA is admissible with reference to place of duty irrespective of the place of residence. If allotted with govt accommodation no HRA. If owns a house HRA is admissible. If shares rent free accommodation HRA is not admissible. If residing in accommodation allotted to a relative HRA is not admissible. 2.4.1

HOUSE RENT ALLOWANCE (contd) HRA not admissible if his wife/her husband has been allotted accommodation at the same station by Central Government/ State Government PSU/Semi Government organization etc., HRA is admissible in addition to HRA in lieu of RFQ if the Office is not provided with a quarters. RFQ – rent free quarter 2.4.1

Regulation of HRA (contd) During Transfer: An employee not in occupation of govt accommodation at the old station ,if he leaves family at the old station for want of govt accommodation at the new station For the first two months of date of joining at new station At the same rate drawn at old station For the next four months or the end of academic year whichever is later At the rate drawn at old station or maximum admissible at the new station had he taken a residence on rent, whichever is less 2.4.1

Transport allowance is drawn as follows Employees drawing grade pay Rate of transport allowance per mensum 13 cities previously classified as A1/A Other places Rs.5400 and above Rs. 3200 + DA 1600+DA Rs.4200/-,4600/-,4800/- 800/-+DA Below Rs.4200/- but drawing pay in the pay band equal to Rs.7440/- and above. Below Rs.4200/- and pay in the pay band belowRs.7440/- 600/-+DA 400/-+DA 2.4.1

TRANSPORT ALLOWANCE Not admissible to those employees provided with Government transportation Employees during absence from duty for a full calendar month due to leave/training/tour etc., If the absence covers part of any calendar month it is admissible for the full month. Officers in grade pay of Rs.10,000/-and in HAG provided with staff car facility from residence to Office is not eligible for TPA. 2.4.1

TRANSPORT ALLOWANCE Handicapped employees eligible for conveyance allowance will draw TPA at double the rate of prescribed TPA subject to a minimum of Rs.1000/- + DA thereon. 2.4.1
