4 GROUP-B. ROPA, 1998 Pay or a scale of pay with the maximum of Rs

7 Pay fixation on promotion or appointment: Where a Govt
Pay fixation on promotion or appointment: Where a Govt. employee promoted/appointed to another post carrying duties and responsibilities of greater importance, his initial pay in the higher scale shall be fixed at the stage next above the pay fictionally arrived at by increasing his pay of the lower post by one increment. (Rule 42A(1))

8 Where the employee exercises option to come under the higher scale after drawing the next increment, his pay on promotion may be fixed initially in the stage next above his pay in the old post under Rule 42(l)(i) which may then be refixed on the date of accrual of the next increment in the lower post under Rule 42A(1),

9 PAY FIXATION ON PROMOTION or APPOINTMENT
The post should carry duties and responsibilities of greater importance, Initial pay in the higher scale shall be fixed at the stage next above the pay notionally arrived at by increasing his pay of the lower post by one increment [u/r 42A(1)].

10 The employee may exercise option (within 30 days) to come under the higher scale of pay after drawing another increment in the lower scale of pay. Two stage fixation – On the date of promotion - the stage next above the pay in the old post u/r 42(1)(i) and on the date of accrual of increment in terms of rule 42A(1).

11 CAREER ADVANCEMENT SCHEME
W.E.F : Movement to next higher scales on completion of continuous and satisfactory service of 10/20 years from the date of appointment in a post without any promotion/only one promotion or movement (G.O. No.6075-F dated ).

12 W.E.F : Up to scale No move to next higher scales on completion of continuous and satisfactory service of 8/16/25 years without any promotion / only one promotion or movement/only two promotion or movement ( G.O. No.3015-F dated ).

13 OPTION BETWEEN TO CAN BE EXERCISED EVEN IN THE PROMOTIONAL SCALE.

14 INCREMENT JULY EVERY YEAR. INCREMENTAL PERIOD -- JUNE TO JULY.
MINIMUM SIX MONTHS IN THE REVISED SCALE.

15 INCREMENT– contd. 3% OF BASIC PAY ( Band Pay + Grade Pay).
ROUNDED OFF TO NEXT TEN. PAISE TO BE IGNORED.

16 INCREMENT– contd. APPOINTMENT DURING JULY(2012) TO 01 JANUARY(2013) – INCREMENT IN JULY NEXT(2013). APPOINTMENT DURING 02 JANUARY(2013) TO JUNE(2013) – INCREMENT IN JULY NEXT YEAR (2014).

17 Extraordinary Leave Admissibility: When no other leave is admissible.
Period of Leave: up to 5 years (permanent employee) 3 months: temporary employee in ordinary circumstances Pay: Without Pay & Allowances Rule 174

18 TREATMENT OF E.O.L If any person remains on duly approved Extra ordinary Leave {EOL} on without pay on personal ground other than medical grounds / higher study, his/her normal annual increment as well as CAS benefit will be deferred.

19 TREATMENT OF E.O.L. FOR EOL UPTO 11 MONTHS DURING INCREMENTAL PERIOD (MARCH, 2012 TO JANUARY,2013) -- INCREMENT NOTIONALLY w.e.f. JULY, 2013. CASH BENEFIT TO BE DEFERRED FOR THE ACTUAL PERIOD OF E.O.L. (JUNE, 2014).

CASE -1. EOL For 5 months. upto JUNE (FEBRUARY,2012 TO JUNE, 2012) NOTONAL INCREMENT wef JULY 2012, ACTUAL BENEFIT wef DECEMBER, 2012.

CASE – 2 EOL for 6 months covering JULY (MARCH,2012 TO AUGUST,2012) , JOINING IN SEPTEMBER,2012 ACTUAL BENEFIT wef APRIL, 2013 next.

CASE – 3 EOL for more than 12 months (APRIL,2012 TO MARCH,2013) NO INCREMENT DURING EOL, INCREMENT IN NEXT JULY AFTER JOINING (2014).

23 PAY FIXATION – BEFORE ROPA, 2009.
The post MUST carry duties and responsibilities of greater importance, Fixation u/r 42A (1) of WBSR, Pt.1. One notional increment in the lower scale.

24 Fitment in the higher scale.
Option -- within 30 days –to have another increment in the lower scale of pay.

25 Two stage fixation – On the date of promotion - the stage next above the pay in the old post u/r 42(1)(i) - on the date of accrual of increment, in terms of rule 42A(1).

26 Remember: Increment accrues after full incremental period from the date of re-fixation in the higher scale of pay.

27 FIXATION IN C.A.S. CASES CAS/MCAS = NON-FUNCTIONAL PROMOTION

28 Option : For straightway fixation or from the date of earning another increment in the lower scale of pay. Increment: After completion of one full incremental period from the date of fixation of pay ( G.O. No.1021-F dated ).

29 Remember: In case the employee opts for fixation of pay after earning another increment in the lower scale of pay, no interim pay fixation benefit shall be allowed during the intervening period.

30 Example – Simple Fixation
A Government employee with basic Pay of Rs. 2820/- p.m. in the existing scale of pay of Rs /- opted for fixation of his Pay in the revised Pay Structure w.e.f 1. Existing Scale of Pay :Rs /- 2. Pay Band (revised) applicable : PB-1 Rs /- 3. Existing Basic Pay as on : Rs. 2820/- p.m. 4. Pay after multiplication by a factor of 1.86 = > Rs. 5250/- (to be rounded off to the next multiple of 10) 5. Pay in the Pay Band (PB-1) : Rs. 5250/- 6. Grade Pay attached to the Scale : Rs. 1700/- 7. Revised Basic Pay total of Pay in : Rs. 6950/- (as on ) the Pay Band and Grade Pay (5+6) 8. Date of Next increment : Rs

31 Example – Simple Fixation

Pay after multiplication by a factor of 1.86= > : Rs. 5810/- (to be rounded off to the next multiple of 10) 5. Pay in the Pay Band (PB-1) : Rs. 5810/- 6. Grade Pay attached to the Scale : Rs. 1800/- 7. Revised Basic Pay total of Pay in : Rs. 7610/- (as on ) the Pay Band and Grade Pay (5+6) 8. Date of Next increment : Rs

32 One notional increment in the lower scale.
For EXAMPLE Lower scale of pay : Existing pay Notional Increment Basic pay to be fixed in the higher scale of pay = = 4825.

33 Fitment ( Rs. 4825 ) in the higher scale of pay.
EXAMPLE – Higher scale of pay : Fitment at Rs X 4 = Rs i.e. Higher than Rs If equal, next stage is to be given.

34 Lower scale of pay : 3350-90-3800-100-4700-125-6325.
On the date of accrual of increment, in terms of rule 42A(1). EXAMPLE Lower scale of pay : * Existing Pay (4700) * Fixation : = 4950 i.e. 5000 Higher scale of pay :

35 Promotional fixation under ROPA ’09 – w.e.f. 01-01-2006.
RULE 11, One increment equal to 3% of pay (Band+GP). Grade pay of the revised pay band.

36 Option may be given. If opted, no change of band pay, only higher grade pay shall be given from the date of promotion. On 1st. July, re-fixation shall be done.

37 Non-functional movement to same scale –
One incremental benefit No change in the grade pay.

38 EXAMPLE - 1 EXISTING -- PAY BAND NO.2 WITH GRADE PAY OF RS. 2600,
