Technology Leading to Total Quality in tender assessments. Tenderers who can innovate by providing proposals to enhance buildability and quality will be given higher technical scores during tender evaluation in recognition of their positive contribution. Integrated Production Process (a) consider launching a pilot "design-and-build" building project. (b) facilitate the wider use of "non-standard" building designs (c) conduct regular workshops with contractors, consultants, suppliers, academics to enhance buildability. (d) review the operation of the "Nominated Sub-contracting System" for improving production efficiency. (e) launch a consultancy study to examine how our procurement policy in building materials and components can optimize the life-cycle costs of buildings.

Sub-contracting

(a) support the formation of an Organized Specialist Sub-contractors System (b) require main contractors to submit a list of sub-contractors at all levels to us under the Quality Supervision Plans for reference. (c) promote the use of contract workers in core trades through contract provisions and better tendering opportunities.

(a) re-organize the D&C Branch into three core functional lines : research and development, project management and regulatory control (b) re-inforce the emphasis on reviewing building designs and requirements (c) strengthen project management so that Project Directors will have direct responsibility for controlling quality, budget and programming. (d) streamline decision-making by further delegation of authority and staff empowerment. (e) strengthen the leadership of site inspection teams (f) strengthen the vetting and audit functions by establishing the Regulatory Control Division
