5 To improve the quality of maritime environment using common innovative methodologies for Integrated Coastal Zone Management plans within the Black Sea region to assure the economical use of the common natural resources in a sustainable manner To develop common and coherent ICZM approach within the regions, base for sustainable development of the area and improvement of environmental quality To provide integrated support for the stakeholders (local and regional authorities, private companies and NGOs) To increase the level of public participation in the decision-making process on environment using innovative methods. 6  Activity 1: Evaluation of ICZM administrative schemes, indicators, methodologies, decision making process and specific issues in each Project region.

7  One common part, analysing ICZM issue in all project regions;  One pilot application focused on Romania, analysing the impact of geological and polluter factors on integrated management. This activity will be subcontracted to an expert company, and the terms of reference will set up an agreed reference format that would allow to collect appropriate data in national inventories.

8  Following that format, the subcontractor will draw up reports on ICZM status within each Project region, dealing with: ◦ Institutions / organisations in charge with different ICZM aspects at regional/ national levels; ◦ Methodologies of delimitating the coastal area used at regional/ national levels; ◦ Screening of type of indicators used for classification of the coastal area/beaches by the institutions/organizations responsible; ◦ Decision making process and public consultation procedures; ◦ Significant stakeholders, both from public and private sector; ◦ Sectoral approaches or fragmented tools possible to be integrated; ◦ Challenges and specific issues to each Project region.

9  The study will also include a pilot application on Romania coastline comprising: Assessment study of the potential polluters in the Black Sea and qualitative monitoring status on the Romanian Black Sea Sector

12  According to the Guidelines for Applicants,  Subcontractors The grant Beneficiaries have the possibility to award contracts to subcontractors. Subcontractors are neither partners nor associates, and are subject to the procurement rules set out in Annex IV of the Standard Grant Contract.

13 Activity 2: Evaluation report of the political commitments strategies and actions plans adopted by the Governments in relation with EU obligations WG - 5 members, one from each of the following  Applicant: ABADL,Romania  Partners: ◦ CRS, Ukraine ◦ UBBSLA,Bulgaria ◦ ECC Cahul ◦ Sinop,Turkey  WG technical support team: ◦ MOE, Romania ◦ Regional Water Board Rijnland

14  Activity 3: Organizing workshop “Integrated Coastal Zone Management: today and tomorrow”. The Applicant will organize an interim Workshop, with participation from all partners and associates involved. Experts from the Romanian Associate Ministry of Environment will moderate the session.

15  Activity 4: Working groups on Indicators and Methodologies  EWG1 – Developing common indicators (4 members, 1 from each Associate)  EWG2 – Outlining common methodologies (4 members, 1 from each Associate). The EWGs will work simultaneously, communicating via email and Skype, but also through 3 working sessions each, taking place in Constanta, Romania: a kick-off meeting; an interim session; a final session. The two EWG will issue draft proposals for the technical tool kit of indicators and methodology.

16  Activity 5: Delivering the Technical Toolkit Black Sea ICZM The final Technical Toolkit Black Sea ICZM will contain: - one set of indicators agreed by all partners, - outline of a common methodology.

17  Activity 1: Drafting an ICZM Regional Partnership Guide within Black Sea The partners involved in this activity will form one WG with 5 members (Applicant, Partners 1, 2, 3, 4) chosen from the previous participants in the project, to contribute to these guidelines.

18  Activity 2: Elaborating ICZM Partnership Toolkit within Black Sea Area  Within this activity, the draft partnership guide will be submitted to stakeholders’ consultation during 5 workshops, organized in each Project region by the involved partners.  The final ICZM Partnership Toolkit within Black Sea Area will comprise: ◦ one regional partnership guide; ◦ one DVD containing potential partners data base and financing opportunities.

19  Activity 3: Developing of human resources for ICZM approach – theoretical training  The training will be organized by 2 sessions: -training on ICZM: public institutions – for civil servants, politicians, -training on ICZM: private participation – for NGOs members, for technical organizations etc.  Both training sessions will include an integrated approach on all kind of stakeholders. External experts will be hired to conduct these trainings.  Two Training sessions of 5 working days each will take place in Odessa, Ukraine.

20  Activity 4: Developing of human resources for ICZM approach - practical training (Study visit)  A study visit will be organized in Netherlands. The study visit will be organized during 4 working days, and persons receiving the theoretical training will participate in it.

21  Activity 1: Organizing awareness campaigns about the role of the citizens in bottom-up ICZM process

22  Activity 2: Creating a Guide for public authorities on ”How to involve citizens in ICZM process”

23  Comprehensive and consolidate knowledge on ICZM framework in 5 project regions;  Increased administrative capacity to work on ICZM;  Common approach on ICZM in project regions;  Providing a best practice example

24  Regional implication in partnership toolkit; Increased theoretical an practical knowledge on ICZM successful practices;  Creating an interregional expertise on ICZM matter;  Increased capacity building for the stakeholders;  Creating the framework for multiplication of the project and for partnerships building.

25  Regional public awareness on ICZM process objectives and methodologies;  Increased administrative capacity on public participation;  Integration of public will and knowledge into planning process;  Adjusting the ICZM approach to public perception;  Providing best practice example
