background Independent support national programme to support implementation of the CFA Independent support is provided by the PVI sector Umbrella was awarded the contract to supply IS for Derbyshire and Derby City Derby City around 1400 statements of SEN Derbyshire 3600 statements of SEN. Project will run until March 2016 Project manager and 3 P/T IS and 1 Admin.

Independent Support service principles Impartiality Free, accurate, confidential Promote independence and self advocacy Ensure views of parents/cares and CYP are heard. Person centred-based on the needs of individual families and young people Time limited Respectful of all individual differences. Role of Independent Supporter Provide support to: Young people, parents of children being assessed for an EHC plan Young people/parents of children going through transition to a new plan Young people with a LDA transitioning to a EHC Plan

Support of parents/young people IS will help parents/young people to; Understand the SEND reforms Contribute to assessments take part in decision making process Access support from a wide variety of external sources Understand complaint/ mediation process and routes to appeals. Role Derby/shire SENDIASS

The new process Aspiration and outcomes; a big change Initial application for assessment 6 weeks to decided whether to assess 16 weeks until draft plan approved Provision agreed 20 week sign off
