1. Context in 2006/2007 Long history of transnational mobility measures in EU …but only few examples of transnational mobility measures for the target group ‘disadvantaged youth and young adults’.

2. The German IdA programme Based on this situation: Set up of a programme for transnational mobility measures for target group in the ESF funding period in Germany: IdA - “Integration through exchange “

=> To improve the chances for disadvantaged people on the labour market through traineeships in other EU countries 3. Context in 2012/13 Good practice: IdA ‘Integration through Exchange’ programme in Germany ( ): approx programme participants 290 host organisations 26 countries 62% in employment, education or further training six months after participation Weaknesses of transnational cooperation in the programming period: lack of institutionalised coordination project operators found it hard to identify TNC partners in other MS expenditure for preparation of transnational projects generally not eligible in MS.

Set-Up of the ESF Learning Network on Transnational Mobility Measures for Disadvantaged Youth and Young Adults (TLN Mobility) Idea for TLN Mobility: Starting from the EU regulations, ESF Managing Authorities in Member States and define a common framework for mobility and -within the context of an agreed timetable - launch national / regional ESF programmes for youth mobility Strategic aim: Integrating disadvantaged young people and young adults in the world of work by improving their skills, knowledge and expertise through work-related learning experiences abroad

7. The Coordinated Call – TARGET GROUP NEET young people (18-30*) considered vulnerable with regard to the possibility of entry into the labour market, vocational training and education. In particular, young people who:  are dealing with family elderly, sick or disabled (young carers)  have left school early  are low-skilled  are economically inactive  are disabled  are without work experience * Extendable to 35 years => Appropriate measures to ensure the accessibility of participants with special needs / disabilities

8. The Coordinated Call  Defines common mandatory minimum criteria for ESF youth mobility calls in the programming period.  Divided into the following sections:  Objectives  Target group  Method of Implementation (program cycle)  Minimum quality standards  Implementation structures  Common criteria for the eligibility of expenditure  Accompanied by a supplementary Manual of Guidance with further explanations and case studies on the different requirements

9. Next steps of TLN Mobility  The network partners will publish announcements of the regional and national calls between October 2014 and June  The selected projects will be inserted into a TLN Mobility project database to facilitate partner-finding among pre-selected applicants.  A two-day Partner Search Forum is scheduled for the first half of  The projects are expected to start at the latest in September and November As project operators and potential applicants, for any information on calls for youth mobility projects, please refer only to your National or Regional ESF Managing Authority.

10. Preview ESF : Transnational Mobility as part of the ESF in Germany => Continuation of IdA as a national ESF programme in the context of the so- called ‚Federal ESF Funding Guideline for Integration‘ designed on the basis of the TLN Mobility Coordinated Call on ‚Transnational Mobility Measures for Disadvantaged Youth and Young Adults‘

11. Overview Federal ESF Funding Guideline for Integration (Germany) Projects will be carried in cooperation networks actively involving enterprises or public administration bodies and jobcentres or employment agencies IsA- Integration instead of discrimination - 18 to 35 year olds - Bottom–up approach! - individual participant-related measures - structural measures IdA-Integration through Exchange year olds - transnational mobility measures - cooperation with at least one transnational partner - commitment to host groups of young people IvAF-Integration of asylum seekers and refugees - asylum seekers, refugees - individual participant-related measures - structural measures - inclusion of other relevant stakeholders Aim: (Re)Integration into Work, Vocational Training, Education Target Group: People with specific difficulties in accessing the labour market

Step-by-step and lasting integration of young people between 18 and 35 years in employment or vocational training or school education with the aim of graduation. 12. Objective of focus area: IdA – Integration through Exchange through participation in a transnational mobility measure.

IdA target group Youngsters at the interface between school and vocational training - e.g. early school leavers - youngsters without a vocational training position - younsters without qualifications Unemployed young adults at the interface between vocational education and a professional position - e.g. youngsters who have not completed their vocational training Single mothers/fathers, young people with disabilities

Transnational mobility measures: sending young people abroad Selection of participants Recruitment of participants Recruitment of participants Preparation of participants Support and supervision during the stay abroad Support and assessment after/of the stay abroad Cooperation Network Using mobility experience for the integration process

Sending German youngsters abroad : Two to six month stay abroad (internship/training on the job) Transfer payments will continue to be paid Support and supervision throughout the overall measure Group size: 8-12 participants Cooperation with a partner organisation from at least one other EU Member State Preparation: agreement on mode of cooperation Hosting of participants from abroad : Costs will be covered by the transnational partner Coordination of partner-finding activities on the European level via “TLN Mobility - Learning Network on Transnational Mobility Measures for Disadvantaged Youth and Young Adults” ( 15. Funding conditions: Ida – Integration through Exchange - Maximum amount per application: 1,5 Mio.€ - Standard unit cost for indirect costs of 13% - Standard unit costs for mobility costs of particiants and accompanying staff - Standard unit cost for project implementation in the partner country Budget: approx. 30 Mio.€ ESF plus national funds for 2014 bis 2020 Grant of up to 90% of eligible costs Own contribution of 10% in all regions Own contribution can be substituted by third-party funds (except for ESF/FEAD and other EU funds.)
