The human resource development priority of the SPD has four measures. The intermediate body for 1. priority – Ministry of Social Affairs

4 ESF measures Measure 1.1: Educational System Supporting the Flexibility and Employability of the Labour Force and Providing Opportunities of Lifelong Learning for all. Intermediate body: Ministry of Education Implementing agency: Foundation for Lifelong Learning Development INNOVE.

9 Project implementation schemes
Measures 1.1, 1.3 and 1.4 will start with grant schemes and will later apply also tendering if needed. Measure 1.2 starts with tendering from the beginning.

11 EQUAL themes in Estonia
1.A. Facilitating access and return to the labour market for those who have difficulty in being integrated or re-integrated into a labour market which must be open to all. 2.G. Reconciling family and professional life, as well as the reintegration of men and women who have left the labour market, by developing more flexible and effective forms of work organisation and support services. 3.I. Supporting the social and vocational integration of asylum seekers.

14 Timetable May 2004: the CIP will be officially approved 1st of July 2004: Launch the Call for proposals (deadline 31 August 2004) November 2004: DP-s selected Nov May 2005: Action 1 : Action 2 and Action 3

16 Twinning projects Estonian preparations for ESF implementation have benefitted from two Twinning projects coordinated by the French experts: Enhancing the administrative capacity of the ESF Implementation of the ESF Agency of the Estonian Labour Market Board (LMB). Completing preparations for the management of the Community Initiative EQUAL in Estonia.

17 Twinning projects Enhancing the administrative capacity of the ESF Implementation of the ESF Agency of the Estonian Labour Market Board (LMB) – project ended at the end of March 2004. (LMB is the implementing agency for the measure 1.3 Inclusive labour market.) The project deliverables were: detailed analysis of the LBM ESF department responsibilties (who should do what) recommendation for improvement providing templates for necessary documents and quidelines.

18 Twinning projects Completing preparations for the management of
the Community Initiative EQUAL in Estonia – started in January 2004; project duration 9 month. Project deliverables: training administrative staff – seminars and study visits advising national authorities in charge of EQUAL implementation in preparation of documents and regulations helping in planning the information distribution activities.
