Who are we? The SPIRIT User Group consists of WIC State Agencies who transfer & implement the SPIRIT MIS The User Group maintains the integrity of the SPIRIT System, enhances the System as appropriate, and manages change to the SPIRIT System SPIRIT User Group State Agencies receive the same version of the SPIRIT source code to install in States environments

What are our objectives? Maintain system integrity All members can successfully implement the SPIRIT System Ensure the interest of all members are represented Provide a means for all members to benefit from sharing knowledge & experiences

How do we know if we are successful? 1.Continued Funding of future User Group initiatives by FNS 2.Continued relevancy of the functionality of the System to all member State Agencies 3.Sound & timely implementation of mandatory regulations 1.Annual IAPD & additional ADPUs as needed 2.ESC reviews & prioritizes enhancements entered by State Agencies quarterly based on funding, regulation implementation dates, & needs 3.Schedule & complete Project Assessment Quotes for mandatory regulation changes for delivery, ensuring time for State Agencies to complete UAT prior to regulation effective date Success FactorsMeasures of Success

What contributes to our success? Mindset is to work for the good of all the User Group States are willing to offer assistance and help to other States (sharing State processes, training, operation options, support calls, sharing testing scripts, etc.) Defined processes that guide collaboration activities – ongoing process reviews & refinement – willingness to change Each State has a vote and most of the committees operate by consensus Lots of collaboration

What did we accomplish since last year? Offline Tool (ACM) designed and rolled out to the SUG State Agencies New State Implementation Package delivered Source code development contract ends –Cooperative contract for source code development –Acquisition work group formed –Request for Proposal published –Cooperative contract awarded in August 2013 –Transition period for source code development contractors New contractor began work October 1, 2013 New SUG processes based on the new source code development contract – November Collaboration!!! Release planning - December 2013

What did we accomplish since last year? (Continued – Accomplishments 2) Source code development contract governance –Designated Governing Body begins work in November 2013 Strategic Planning Activities & the Annual APD – February 2014 Completed business requirements & design of regulatory changes – May 2014 Completed business requirements & Joint Application Design sessions for Universal Interface & online EBT – June 2014 –EBT Task Force begins work –Surveys sent to all SPIRIT State Agencies –Face to face EBT Task Force meeting in Oklahoma City Conducted Annual SPIRIT User Group Meeting in Oklahoma City for SPIRIT stakeholders in June 2014

What did we accomplish since last year? (Continued – Accomplishments 3) Currently working on business requirements for - –upgrades to the SPIRIT MIS infrastructure and architecture –Two new features for Alaska Alaska has a unique food delivery system called Mail Order Vendor which issues food boxes to participants in remote locations who are not served by a WIC retail vendor. Ability to periodically issue benefits for mailing to groups of participants using batch issuance of benefits Next steps: –Compliance with Computer application Program Accessibility Standards –Smart Card business requirements and design
